About the Role:Join the dynamic team at the King County Wastewater Treatment Division as we seek an energetic, forward-thinking, and collaborative individual to take on the role of ECSS Supervisor. In this position, you will play a crucial role in supporting project teams dedicated to delivering wastewater capital projects and programs within our Environmental and Community Services Section (ECSS). We are in search of proven leaders who can utilize their program and project management expertise to strategically overcome challenges and successfully execute projects that significantly impact the quality of life in the communities we serve.
As the ECSS Supervisor, you will lead a team of 6 to 10 staff, providing strategic oversight for all aspects related to a diverse range of wastewater capital projects and programs. This includes responsibilities such as establishing and maintaining mitigation sites, community outreach, obtaining regulatory approvals, acquiring property rights, and property management services. This position, primarily remote, encompasses full supervisory and associated staff administration duties. The successful candidate will be an integral part of a collaborative team, working alongside other Supervisors and ECSS Managers to successfully deliver the Wastewater Treatment Division's capital program and address the evolving needs of the Division.

What You Will Be Doing: - Supervise the daily operations of an ECSS work unit providing direct daily support to WTD's Capital Improvement Program (CIP). Oversee the work effort to fully develop, establish, launch, and maintain standardized work processes used in the delivery of capital projects and programs.
- Supervise work unit staff. Engage and develop staff by providing coaching, mentoring, and developmental assignments to ensure that needed technical, essential and leadership skills meet the current and emerging needs of the Wastewater Treatment Division.
- Oversee hiring, performance management, discipline, and job progression.
- Ensure that the work unit is integrated with other section/division programs in the delivery of services to WTD's CIP and aligned with WTD business plans and priorities, including King County's Best Run Government and Equity and Social Justice initiatives.
- Foster a respectful and positive environment in diverse work situations, create strong morale with engaged teams, instill vision and purpose, and encourage open dialogue.
- Develop work unit policies and procedures and recommend to division/department leadership. Implement and evaluate approved policies and procedures.
- Conduct meetings and workshops and lead committees to assure regular and timely communication of work unit issues to work unit staff.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring: - Experience leading or managing staff responsible for all phases of delivering large wastewater capital projects. Verifiable expertise must include navigation of capital projects from predesign to construction, that require one or more of the following: establishment and maintenance of mitigation sites, acquisition of property interest, property asset management, community outreach, and complicated local, state, and federal regulatory approvals.
- Senior level experience delivering services from a work unit in support of multiple WTD major capital projects or comprehensive plans.
- Experience must demonstrate successful implementation of wastewater capital projects, specifically, capital projects involving operating facilities and projects that require interface with the public, local jurisdictions and state and federal regulatory agencies.

It Would Be Great if You Also Bring:- Completion of Federal Emergency Management Agency training IS-100.c: Introduction to the Incident Command System, ICS 100.
- Completion of Institute for Participatory Management and Planning training: Systematic Development of Informed Consent.
- Certified Erosion and Sediment Control Lead certification.
- Experience leading or managing ECSS staff responsible for all phases of delivering large wastewater capital projects.
- International Right of Way Association designation as a Senior Right of Way Professional (SR/WA).

Working Conditions:
- Remote and Onsite Work Details: Employees in this role will primarily be working at a remote home location. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
- Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This full-time position works a 40-hour work week with flexible schedules. This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
- Union Representation: This position is represented by Teamsters Local 117.
