This position will be located at 1730 E. Elm Street, Jefferson City, MO with the Missouri Department of Natural Resources, Division of Environmental Quality, Waste Management Program Solid Waste Permitted Facilities Unit.

  • Manage solid waste facility enforcement cases, including negotiating resolutions with the responsible party, calculating penalties, and drafting enforcement documents.
  • Provide technical and compliance assistance regarding solid waste management law and regulations to the general public, regulated community, and the Division’s regional offices.
  • Conduct solid waste management compliance evaluations/investigations, and draft applicable case documentation relating to the evaluations/investigations. The position will conduct other solid waste management related duties as assigned.
  • Conduct solid waste permitted facility site visits when necessary to learn about the industry and/or to follow up on enforcement related action. Site visits for enforcement related action may require compliance evaluations and investigations, and the need to draft applicable documentation documenting compliance or the lack of. Enforcement related documents and correspondence will be entered into the ACE. Complete other solid waste permitted facility related duties as required.
  • Conduct geographic information system (GIS) tasks related to permitted solid waste facilities. GIS tasks include keeping the Missouri Solid Waste Management Map current of the Missouri permitted solid waste facilities, creating maps of solid waste permitted facility boundaries - including waste areas, well locations, etc. for internal and public viewing and other GIS related tasks.
  • Manages special enforcement related projects. These projects will be coordinated within the unit as a result of program initiatives and ongoing projects within the unit.


To be successful in this position, a candidate will need the following skills:

  • Environmental Science: Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.
  • Analytical Thinking/Problem Solving: Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Reading Comprehension: Understands and interprets written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations.
  • Ability to use a computer and standard word processing, database, and spreadsheet software.
  • Ability to work both independently and with a group.
  • Ability to operate a motor vehicle and maintain a valid vehicle operator’s license for travel (occasionally overnight).


Equivalent to those typically gained by:

  • Bachelor's degree with 0-4 years' experience
  • Preferred degree program would include the following: Environmental Science or Technology, Agriculture, Natural Resource Management, Biology, Soil Conservation, Forestry, or a related field. (Additional education or experience may substitute for the required education or experience)
