Education and Experience : High School Diploma, GED, or higher, and eight (8) years of animal services work experience.

Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by the time of appointment.

General Purpose

Plan, implement, and evaluate animal population and movement through the shelter and satellite facilities. Coordinate with all areas of the shelter operations including, transfer, intake, medical, foster, and field units.

Typical Duties

Oversees shelter population and quality assurance. Involves: Regulates and manages the shelter population. Ensures maintenance of accurate and complete animal inventory. Review quality assurance reports to ensure compliance with policies. Monitors and evaluates programs and process effectiveness. Identifies records requiring follow-up and addresses with responsible parties. Review alerts and inventory to identify barriers to the timely movement of animals throughout the facility. Run regular reports to identify intake/disposition, length of stay, average shelter population, and other trends, reports findings to management. Ensures proper animal housing, while improving animal welfare. Participate in daily rounds. Ensure data management system inventory matches animals' actual locations within the shelter and that animals have received vaccines on intake. Communicates with management to create, update, and implement animal movement protocols for individual animals. Ensure animals are housed and moved in a timely fashion according to their health, behavior, holding status, and placement options. Issues recommendations on disposition, placement, and euthanasia for animals that may present a danger to the community or have other issues impacting their quality of life. Works with animals who are fractious, shut down, or otherwise demonstrating behavior that may make them unsafe to handle by staff or for adoption in the community.

Facilitate problem-solving. Involves: Lead regularly scheduled animal movement and training meetings. Designs, develops, and implements department standards, work processes, systems, and procedures. Monitor and update movement records, procedures, and coordinate necessary animal management with veterinary staff. Remain current on animal shelter policies, standards, and guidelines relative to animal movement and welfare. Assess training needs for staff.

Assist in the management of administrative functions and support programs. Involves: Ensure kennel and facilities comply with TDSHS animal shelter requirements. Coordinates with veterinarians and conducts zoonotic disease surveillance, surveys, inspections, and investigations. Provides guidance on complex regulatory issues while protecting public health and welfare. Ensures appropriate actions are taken to comply with animal quarantine management and rabies control requirements. Assist in planning and implementation of the department's annual budget by analyzing current expenditures and future requirements. Manage assigned budgets and ensure compliance with purchasing protocols.

Supervise assigned staff. Involves: Schedule, assign, instruct, guide, and check work. Appraise employee performance. Provide for the training and development, enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
