Performs advanced and responsible professional and technical duties and responsibilities involved in the assessment, design, development, implementation, administration, evaluation, and management of comprehensive citywide employee development and training programs and activities of the Organizational Development and Training Division for the Human Resources Department.

    Essential Functions Include But Are Not Limited To

    • Performs advanced and responsible professional and technical duties in support of Citywide training programs, functions, and activities, including assessing and prioritizing training and learning needs, establishing training methods, and designing, developing, administering, evaluating, revising, and facilitating formal personnel training programs, such as new employee orientation, supervisory training, harassment training, and performance management training.
    • Assists with periodic organizational training needs assessments to determine short and long-term organizational training needs; meets with and discusses training and development needs and/or skill deficiencies within a work area with City staff.
    • Assists in designing, developing, coordinating, facilitating, and presenting citywide training programs, team-building workshops, and classes; facilitates discussions during training; and uses various training formats, such as in-person, online, written, and recorded video training.
    • Plans and conducts one-on-one training interventions and strategic problem-solving activities.
    • Researches, selects, develops, updates, and evaluates training curriculum and resource materials, including course outlines, manuals, and audio and visual materials for in-person and virtual training environments; gathers external sources; and uses training software programs.
    • Assists in identifying, training, monitoring, and developing internal instructors on instruction techniques and training best practices.
    • Assists in the development and implementation of division programs, policies, and procedures.
    • Assists in providing organizational development and training consulting services to departments regarding technical training, such as employee development, leadership training, learning management systems, conflict mediation, strategic planning, change management, employee performance management, and mentorship.
    • Assists in identifying, coordinating, and evaluating appropriate external training sources and programs with outside vendors, consultants, and instructors to supplement in-house training; assists in selecting, negotiating, monitoring, and managing training contracts to ensure services provided meet City standards; and may serve as a liaison with training consortiums.
    • Plans and schedules training events and calendars; develops event promotional materials; arranges for City and external instructors, including travel; develops strategies for maximum utilization of training classes; monitors and assesses class sign-ups and attendance; reserves and prepares training rooms, audio/visual equipment, and materials for training events; coordinates food and refreshments for training sessions; and maintains training records.
    • Gathers and reviews participant feedback, monitors transference of skills to the workplace, and uses other metrics to assess training effectiveness and return on investment.
    • Conducts research, analyzes data, and prepares written reports; discusses findings and makes recommendations; and assists in implementation recommendations.
    • Assists in the administration of assigned program budgets, including forecasting of funds for staffing, services, equipment, materials, and supplies; helps monitor expenditures; and recommends adjustments, as necessary.
    • Oversees the preparation and administration of requests for proposals and contracts for a variety of professional and contract services; participates in the vendor selection processes; assists in the submission of reports required for City Council approval; and administers and tracks approved contracts.
    • Assigns, directs, coordinates, and reviews work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; and works with staff to identify and resolve problems.
    • Selects, trains, motivates, and evaluates assigned personnel; provides and/or coordinates staff training; works with employees to correct deficiencies; and implements discipline procedures.
    • Provides information and assistance to City staff regarding Organizational Development and Training programs, rules, policies, and procedures.
    • Provides complex professional staff assistance to management staff; prepares staff reports and other correspondence; and presents data.
    • Performs other duties as assigned.


    Minimum Qualifications

    Minimum qualifications may be met via an equivalent combination of experience and education sufficient to perform the essential job functions. Experience and education must provide the listed knowledge, skills, and abilities.
    EXPERIENCE AND EDUCATION
    Experience: Four (4) years of progressively responsible professional experience in training, facilitation, and organizational development, including one (1) year of lead supervisory experience.
    Education: Bachelor’s degree from an accredited college or university with major course work in Organizational/Industrial Psychology, Human Resources, Public Administration, Business Administration, or a related field.
    Special Requirements: Possession and retention of an appropriate and valid driver’s license is a condition of continued employment.
    Highly Desirable:
    • Master’s degree from an accredited college or university with major course work in Organizational/Industrial Psychology, Human Resources, Public Administration, Business Administration, or a related field is highly desirable.


    • Possession of professional certifications from the Association of Talent Development, Franklin Covey, Crucial Learning, True Colors, DISC Assessment, and/or other related training programs and associations is highly desirable.


    KNOWLEDGE, SKILLS, AND ABILITIES
    Knowledge of:
    • Public sector and human resources administration.
    • Modern principles of organization development theory and practice.
    • Adult learning theory.
    • Principles and practices of employee training needs assessment techniques, training methodologies, training curriculum and material development, and training program development, design, presentation, implementation, and evaluation.
    • Techniques for management development, employee performance management, and conflict resolution.
    • Pertinent federal, state, and local public sector labor and employment laws, codes, and regulations.
    • Procedures of contract development, assessment, and administration.
    • Principles and practices of productivity and process improvements.
    • Principles of supervision, training, and performance evaluation.
    • Municipal budgetary processes and controls.
    • Methods and techniques of research, statistical analysis, and applicable quantitative methods.
    • Business letter writing and report preparation.

    Skill in:
    • The use of personal computers and business software applications, including Microsoft Word, PowerPoint, Outlook, and Excel; the operation of modern office equipment.

    Ability to:
    • Coordinate and supervise employee development and training programs.
    • Understand, interpret, and apply Citywide and departmental codes, policies, and procedures, and applicable federal, state, and local policies, laws, and regulations.
    • Recommend, implement, and evaluate organizational development programs, activities, goals, objectives, projects, policies, and procedures.
    • Assist in the preparation and administration of assigned budgets.
    • Make and facilitate oral presentations.
    • Oversee, track, and administer agreements and contracts.
    • Select, supervise, train, and evaluate staff.
    • Plan and organize work to meet changing priorities and deadlines.
    • Prepare clear and concise technical staff reports, correspondence, policies, procedures, and other written materials.
    • Conduct complex research and analyses.
    • Organize and prioritize a variety of projects and multiple tasks, and meet deadlines.
    • Make sound decisions within established policy and procedural guidelines.
    • Work independently and as part of a team.
    • Maintain appropriate and effective recordkeeping.
    • Communicate tactfully, clearly, and concisely, both orally and in writing.
    • Establish and maintain effective working relationships with City employees, outside parties, elected and appointed City officials, and the public.

    Received: Receives direction from the Organizational Development and Training Manager and/or other management staff. Exercised: Exercises supervision over professional, technical, and/or clerical staff.

    Presentation and Oral Interview Examination (Tentatively scheduled for Wednesday, October 9, 2024) : (Weight of 100%) will evaluate the candidates' experience and training, communication, education, and abilities in relation to those factors which are essential for successful performance on the job. Candidates need a minimum passing score in order to be placed on the eligible list.

    Candidates must achieve a passing score in every component of the selection process in order to be placed on the eligible list.

    The Human Resources Department may waive one or more examination components. When one weighted examination component is waived, the remaining section will receive a weight of 100%.

    Part-Time employees accrue paid sick leave at the rate of one (1) hour of paid sick leave for every thirty (30) hours worked up to a maximum accrual of 6 days or 48 hours.
