City of Roseville Parks, Recreation & Libraries is seeking a motivated individual to help create a new adaptive program. The ideal candidate will have experience and education in therapeutic recreation. This position will create new programs and events specifically for this population.

The Human Resources Department is accepting applications for the temporary and part-time position of Therapeutic Recreation Program Leader in the Parks, Recreation & Libraries Department.

DEFINITION
To perform a variety of duties including planning, organizing, marketing, and coordinating therapeutic and adaptive recreation programs and events as assigned; to oversee day-to-day program and related facility needs; and to perform a variety of professional and technical level tasks relative to area of assigned responsibility.

Examples of Duties

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:
  • Assist with planning and directing a variety of therapeutic/adaptive programs and events including, but not limited to, aquatics, sports, adult/senior activities, specials interest classes/camps, drop-in programs, and special events.
  • Evaluate operations and programs and make recommendations for improvements and modifications.
  • Promote assigned program area through news releases, public service announcements, flyers, brochures, social media, email marketing and current website information.
  • Participate in the recruitment, selection, training, scheduling and supervision of part-time temporary employees, interns, and volunteers; review timekeeping system of assigned staff for accuracy.
  • Prepare reports, schedules, and other administrative material.
  • Coordinate distribution and assignment of department uniforms and equipment.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staffing, equipment, material, and supplies; monitor and control expenditures.
  • Prepare financial and statistical reports related to program attendance and revenues; benchmark programs and services and compile and analyze trends.
  • Facilitate trainings for City staff to gain knowledge about therapeutic/adaptive programming.
  • Promote and enforce safety procedures, including proper use of equipment; render first aid and CPR, if certified, as required.
  • Facilitate emergency drills and safety training of facilities; ensure off-site excursions meet City safety and liability requirements.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
  • Perform related duties as assigned.


Minimum Qualifications

Knowledge of:
  • Therapeutic recreation programs tailored to the needs and abilities of participants, including but not limited to enrichment, sports, social and fitness.
  • Recreational, educational, and social needs of a wide variety of age groups and special populations.
  • Therapeutic recreation principles, techniques, and best practices.
  • Understanding of various disabilities and conditions and their impact on recreational activities.
  • Practices and methods of public relations and customer service; techniques and principles of effective interpersonal communication.
  • Basic methodology of organizing groups, programs, and services in a recreation setting.
  • Report writing techniques.
  • Principles and practices of organizing groups, programs, and services in a recreation environment.
  • Pertinent local, State and Federal laws, ordinances, and rules.
  • Principles and practices of budget monitoring.
  • Cash control and related accounting practices.
  • Modern office equipment, methods, procedures, and computer hardware and software.
  • Principles and practices of safety management.

Ability to:
  • Plan, organize, and coordinate a variety of recreation programs as assigned.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
  • On a continuous basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less.
  • Assist with the supervision and training of staff and volunteers in work procedures and requirements.
  • Learn to market recreation programs to identified groups.
  • Learn to manage operations of a variety of recreation facilities.
  • Interpret and explain pertinent City and department policies and procedures.
  • Analyze problems, evaluate alternatives, and recommend or take effective course of action.
  • Promote and enforce safe work practices and ensure facility and equipment safety.
  • Work weekends and evening shifts as required.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training

Experience:
Minimum of one (1) year of experience in recreational therapy or a related field preferred. Experience working with individuals with disabilities highly desirable.

AND

Training:
Twelve (12) units from an accredited college or university in Therapeutic Recreation,
Recreational Therapy or related course study.

License or Certificate
  • Possession of a valid California driver’s license by date of appointment.
  • Possession of, or ability to obtain, First Aid and CPR Certifications as issued by the American Red Cross within six (6) months of hire.
  • Certified Therapeutic Recreation Specialist (CTRS) credential or eligible preferred.

SELECTION PROCESS :
All candidates meeting the minimum qualifications will have their application scored in a Formula Rate Examination. The applicant’s experience and education will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the Employment List. Supplemental questions will be utilized by the department hiring authority to make interview and selection determinations.
Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check, and depending on the position applied for, a pre-employment medical exam, drug and alcohol screening test, credit check, license and/or education verification, psychological examination, and/or an extensive Police Department background check process.
Some positions require the clearance of a comprehensive Police Department (PD) background check within 12 months of appointment. The City may appoint candidates to positions prior to clearing the extensive Police Department background check, and in those circumstances the candidate will be advised in advance that security access in the information technology systems will be limited to non-PD related systems until PD clearance is received, and if the candidate ultimately does not clear the PD background it will result in release from City service without appeal rights, in accordance with Personnel Rules 3.04.050.
