Position Description

As a member of the Human Resources Investigative Unit (HRIU), and under the guidance of the Director of Internal Workplace Investigations, the Human Resources Investigator II conducts prompt, thorough, and impartial investigations of complaints alleging violations of the City's policies. This position will use investigative skills and procedural knowledge to handle situations of moderate complexity.

Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

Participate in complaint assessment and assist in determining timing, scope, and overall investigative plan.Participate in the joint investigation of protected class complaints with the Minneapolis Police Department's (MPD) Internal Affairs Unit (IAU) when those complaints originate in the MPD.Assist in responding to requests from the City Attorney's Office for litigation preparation by researching HRIU records and providing investigative data and materials, as required.Serve as a neutral factfinder in conducting and overseeing investigations, interviewing relevant parties, gathering and analyzing relevant documents and information, and assessing participant credibility.Produce quality investigative summary reports that are timely, thorough, and well-written.As a subject matter expert on workplace investigations, support the Director of Internal Workplace Investigations in managing the HRIU complaint investigation process, including providing advice and non-legal counsel to City leadership and HR Business Partners when appropriate.Assist in managing electronic records for investigations and ensure data accuracy.Throughout the investigative process, effectively communicate and manage the expectations of affected leadership and participants.Maintain current knowledge of workplace investigations and best practices through regular continuing education and active membership in the Association of Workplace Investigators.Ensure discretion and appropriate handling of sensitive employee information.Remain diplomatic, neutral, and respectful to all parties throughout the investigation process.Appear for depositions and as a witness for the City in litigation for investigations.
WORKING CONDITIONS: Regular indoor setting.

Required Qualifications

Minimum Qualifications:
Bachelor's Degree in Human Resources. Communication, Journalism, Legal, or a related field. Note: Additional position-related professional experience may be substituted for the required education on a year-for-year basis.

Minimum Experience:
Two years of related work investigations experience.

Licenses/Certifications:
Within the first two years, must attend the Association of Workplace Investigators Academy and attain the AWI-CH certificate. Cost and time to attend provided by employer.

Background Check:
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement:
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
