JOB BULLETIN

GENERAL PURPOSE

Under general supervision, plans and organizes special events; coordinates and evaluates a variety of recreation, aquatics, fine arts, and senior services programs and services provided at community centers and theaters; supervises and schedules the work of non-regular and seasonal staff; and does related work as required.

DISTINGUISHING CHARACTERISTICS

The Community Services Coordinator is distinguished from the Community Services Supervisor in that it has responsibility for community center operations, pool facilities, programs, and services and coordinates youth sports, adult sports, after school programs, aquatics programs, senior services activities, special events, and cultural arts programs. The Community Services Coordinator has lesser responsibility for budgeting and policy making decisions, as compared with the Community Services Supervisor, and may receive guidance from the Senior Community Services Coordinator.

ESSENTIAL FUNCTIONS

Plans, organizes and coordinates recreation and leisure programs for all age groups, which may include after school programs, sports, special interest classes, aquatics programs, cultural arts programs, excursions, seminars, seniors functions, and special events; develops new program ideas, goals, objectives, and related programs.Assists with scheduling, training, supervising, and evaluating the work of temporary, seasonal and non-regular staff, contractors, and volunteers; assists in recruiting, hiring and conducting new employee and volunteer orientations; plans and coordinates staff assignments, projects, and work schedules.Develops and maintains effective working relationships with local schools and community groups.Plans and organizes special events; orders supplies and equipment; contracts with instructors and other service providers; coordinates facility usage.Designs, writes, edits, and manages the marketing of programs and event publicity, including the development of flyers, brochures, pamphlets, and electronic media.Reviews data from activity reports indicating program attendance, revenues, maintenance and repairs, incidents, accidents, and participation rates in various programs and helping to establish needs and priorities.Assists with the preparation of annual program and facility budgets; evaluates expenses and revenue by account and maintains financial records.Analyzes labor, supplies, materials, and contract costs for division services.Prepares and presents written and oral information to program participants, school officials, and community groups regarding programs services, and events; prepares agendas, staff reports, and correspondence.Serves as city liaison to committees, commissions, program participants, community groups, and school officials.Evaluates programs and staff service delivery; makes program and personnel recommendations.Acts on behalf of the designated Manager, when assigned.Maintains safe and healthy conditions at City pools; inspects pool facilities for health and safety and reports difficulties to superiors.Supervises first aid and emergency situations at pools.

QUALIFICATIONS GUIDELINES

Knowledge of:

Modern theories, principles, and practices in the field of recreation, seniors activities, community services, and cultural arts programs; extensive knowledge of water safety and lifesaving techniques; knowledge of basic swimming pool operation practices; applicable federal, state and local laws, regulations, and ordinances related to health and safety at community facilities; accounting, purchasing, and budgeting practices; research and report writing methods and techniques; project management and event planning skills; local government organization and the functions and practices of a municipal recreation unit; work planning, organization, programming, and marketing functions related to community services; principles of employee training and supervision; effective customer service techniques.

Ability to:

Operate computer equipment and use word processing, spreadsheet, database, and graphics software programs; plan, organize, review, and evaluate the work of non-regular and seasonal employees; lead, motivate, and train staff in work procedures; plan, organize, and prioritize tasks; conduct analyses and make accurate recommendations based on study findings; effectively coordinate and administer a variety of programs, projects, and special events; recommend comprehensive programs based upon community needs, available resources and overall city priorities and policies; enforce city rules and regulations; control budget and properly account for revenues; remain calm in emergency situations; establish and maintain effective working relationships with co-workers, management, vendors, contractors, consultants, sports officials, community groups, commissioners, public and private representatives, and others contacted in the course of work; communicate effectively, both orally and in writing; prepare clear, concise and complete documents, reports, and correspondence.

Physical Demands

While performing the duties of this class, the employee is constantly required to sit, and occasionally to stand and walk. The employee must be able to talk and hear. The employee must be able to use hands to finger, handle, feel or operate computer hardware and standard office equipment; reach with hands and arms above and below shoulder level. The employee must be able to lift and carry records and documents, typically weighing less than 20 pounds. The employee must be able to lift, push, pull, and/or carry materials and equipment used for special events weighing more than 25 pounds.

Specific vision abilities required by this class include close vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret data; thoroughly analyze and solve problems; exercise sound judgment in the absence of specific guidelines; use math and mathematical reasoning; establish priorities and work on multiple assignments and projects concurrently; meet intense and changing deadlines given interruptions; and interact appropriately with staff, management, city officials, media, contractors, sports officials, and public and private representatives, and others in the course of work.

WORK ENVIRONMENT

The employee works in both the community center and office conditions. In the office setting, the noise level is usually moderate. In field settings, the employee is exposed to loud noises during sporting and recreational activities and works under variable weather conditions at different sites and events. Occasional driving is required to visit community services facilities and business sites, and to attend community and public meetings.

EDUCATION/TRAINING/EXPERIENCE

Associate's Degree or 60 semester units or the equivalent of college level coursework in Recreation, Human Services, or related field. Two years of experience in planning, organizing and implementing community service programs and activities is required. Additional relevant work experience may substitute for the educational requirement. Experience within a specific field related to the position assignment is highly desirable.

LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS

Valid Class C California driver license, acceptable driving record, and evidence of insurance are required.

Cardio Pulmonary Resuscitation (CPR) and First Aid Certification is required within one year of appointment to this position.

Ability to work nights and weekends in order to coordinate city functions and events.

Physical Examination:

Employment offers are conditional based, upon the successful completion of a medical examination which may include drug and alcohol screening. Physicals are performed by the City's designated physician at the City's expense.

Below is a list of key benefits offered to employees of the City of Buena Park and is only a summary of benefits. They are not intended to replace or modify the legal plan documents on file in the Human Resources Department.

SALARY RANGE: Composed of six (6) steps - Entry step through E step (Except management positions). Each step represents an increase of approximately five (5) percent.

RETIREMENT: Provided through California Public Employees' Retirement System (CalPERS). Employee pays member contribution.

VACATION: Earned at the rate of ten (10) working days per year for the first five (5) years of service. Public safety employees receive a different but equivalent benefit. Additional vacation may be earned by employees after five (5) years of service.

SICK LEAVE: Accumulated on the basis of eight (8) hours per month with no maximum accumulation.

HOLIDAYS:An average of eleven (11) holidays per year.

MEDICAL INSURANCE: Several plans (indemnity and HMO's) are available. The City pays a flat rate portion of the premium according to the bargaining unit agreement.

DENTAL INSURANCE: Three (3) plans are available. The City pays a flat rate portion of the premium. The Employee may pay a portion of the insurance premium according at bargaining unit agreement and this benefit is voluntary.

VISION INSURANCE: One plan is available. The Employee pays the insurance premium and this benefit is voluntary.

LIFE INSURANCE: Amount of coverage is based on the employee bargaining unit. Premiums are fully paid by the City.

LONG TERM DISABILITY: Fully paid by the City. Police sworn personnel are not eligible.

EMPLOYEE ASSISTANCE PROGRAM: Available to all City employees and their immediate families.

DEFERRED COMPENSATION PLAN: The City offersone (1) plan administered by Nationwide Retirement Solutions. This is a voluntary benefit with no City contribution.

WORK SCHEDULE:4/10 or 3/12 alternative work schedule depending upon the work location.

OC CREDIT UNION: Available to all City employees and their families.

CHILDCARE ASSISTANCE: Available to all Full Time City employees with eligible dependents 0 - 5 years of age.
