Position Overview:
The HR Advisor Senior will focus on administering, implementing and managing employee relations, investigations, and high-level leave administration and case management. This advanced level leadership position will also provide training and consultation to department staff and management; and develop, review, and update ATCEMS policies, procedures and guidelines. This position is also responsible for providing guidance and advice to civilian and sworn supervisors, managers, and executive staff; and leading ATCEMS HR team members towards positive growth and development.

About EMS :
The Emergency Medical Services department is responsible for managing critical time-sensitive life-threatening emergencies. While most of the assistance EMS gives to the community is medical in nature, everything we do is about service: service to our patients, their families and loved ones; service to our community; and service to the people who make up Austin-Travis County Emergency Medical Services.

Monday - Friday 8:00 AM-5:00 PM (Flexible)

A hybrid work schedule is available for this position. The person selected for this position will be required to work in office full-time during a training period of at least six (6) months or more. Performance will be evaluated at the conclusion of the training period to determine hybrid schedule.

Preferred Experience:
  • Experience working in a Civil Service Public Safety ( EMS , APD , AFD ) environment; and applying TX Local Government Code Chapter 143 and ATCEMS Meet and Confer Agreement provisions and processes, particularly related to leaves.
  • Experience with full cycle administration of all leave and medical programs including Workers Compensation, ADA reasonable accommodation process, FMLA , Leave of Absence, Shared Leave, Leave Bank, etc. for both uniformed and civilian staff.
  • Experience working in a team environment and effectively collaborating daily with peers; and skilled in developing and maintaining trust with team members.
  • Skilled in effectively providing clear communication at all employee levels clearly and respectfully with tact and diplomacy.
  • Experience in Employee Relations including but not limited to advising management and employees on disciplinary and performance management processes; conducting fact-finding investigations and writing detailed reports; drafting corrective action and disciplinary documents; and handling grievances.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Collaborates and serves as strategic partner with senior leaders and management on HR programmatic analysis, implementation, and administration providing operational oversight, advice, and analytical support. Manages and resolves complex HR-related issues and provides solutions to programs and processes, monitoring implementation of agreed upon actions until the problem has been resolved. Advises and influences management in making sound HR-related decisions. Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures. Interprets and provides guidance on, and interpretation of, applicable systems, policies, procedures, strategies, process work flows, and regulations; and monitors compliance with policies, regulations, laws, and program objectives. Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed. Provides training to managers and supervisors on HR topics and procedures. Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development. Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; and develops, monitors, and implements information tracking systems.
