The Position

This recruitment is being conducted to fill one regular, full-time vacancy, which may be filled at the Junior Engineer, Assistant Engineer, or Associate Engineer level depending on qualifications, as well as one limited-term full-time vacancy, which may be filled at the Junior Engineer or Assistant Engineer level, depending on qualifications, for the Public Works Department at Napa County. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

NOTE: The limited term, full-time allocation is eligible for the same benefits as the regular full-time allocation; however, the current limited term vacancy is currently set to expire 06/30/2025.

  • Assistant Engineer: $54.14 (Step 1) - $64.82 (Step 5)

About the Department & Position:
Napa County's Public Works Department is dedicated to sustaining health, safety, quality of life and protection of natural resources by providing and maintaining public facilities and services in partnership with the community and other public agencies for current and future residents, workers, animals, and visitors of Napa County. I ncumbents in this flexibly staffed job series (Junior Engineer, Assistant Engineer, Associate Engineer) perform professional level engineering work of average to complex difficulty and are responsible for professional work in connection with the design, construction and maintenance of a variety of public facilities including County roads, bridges, drainage systems, public buildings and related facilities.
  • The class of Junior Engineer is the entry-level in this flexibly staffed professional engineering job series. An incumbent in the Junior Engineer class is given field and office assignments on a training basis under close supervision while performing detailed engineering and technical work that is subject to close review while in process and upon completion.
  • The Assistant Engineer is the journey-level class in this flexibly staffed professional engineering job series. An incumbent in the Assistant Engineer will have at least one year of professional engineering experience and will have possession of a valid class is expected to use Engineer-In-Training certificate. An incumbent in the Assistant Engineer class is expected to use judgment and initiative in developing and completing work assignments.
  • The Associate Engineer is the advanced journey-level class in this flexibly staffed professional engineering job series. An incumbent in this class serves as a technical expert in his/her engineering specialty and performs a variety of engineering assignments ranging in difficulty in connection with the location, design, construction and maintenance of a variety of public works facilities including roads, bridges, drainage systems, public buildings and related structures. Additionally, the incumbent serves as a project leader on assignments requiring considerable professional knowledge of design principles, serves as the construction manager for major construction projects, and functions as an engineer when reviewing and approving complex construction plans requiring highly technical engineering analysis.

Position Requirements:
To qualify for the Junior Engineer classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
  • Experience: None required. Engineering internship or work experience is highly desired.
  • Education: Equivalent to graduation from an accredited college or university with a bachelor's degree in civil or mechanical engineering prior to appointment to the position.
  • License & Certification:* Possession of a valid California Driver's License.
To qualify for the Assistant Engineer classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
  • Experience: One year of professional-level civil or mechanical engineering experience.
  • Education: Equivalent to graduation from an accredited college or university with a bachelor's degree in civil or mechanical engineering.
  • License & Certification* : Possession of a valid certificate of registration as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers or any other state Board of Registration for Professional Engineers whose Engineer-in-Training certificate is accepted by the California State Board as being an equivalent certificate .*; p ossession of a valid California Driver's License.
To qualify for the Associate Engineer classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
  • Experience: Three years of professional-level civil or mechanical engineering experience.
  • Education: Equivalent to graduation from an accredited college or university with a bachelor's degree in civil or mechanical engineering.
  • License & Certification: A valid certificate of registration as a civil engineer issued by the California State Board of Professional Engineers is a minimum requirement. Upon initial hire, the possession of a valid certificate of registration as a civil engineer issued by another state outside of California shall be acceptable; however, a valid certificate of registration as a civil engineer issued by the California State Board of Professional Engineers must be obtained within 9 months of hire date (or probationary employment shall be summarily terminated for failure to meet minimum job qualifications).; p ossession of a valid California Driver's License.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
