Description
This is a Department Only Promotional Opportunity for employees in permanent, allocated positions in the Fire Department of the City of Vallejo.

This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to two years.

Under supervision, Firefighter Engineers are responsible for the operation and driving of fire apparatus; respond to fire alarms and other emergency calls; engage in firefighting and fire prevention activities in protecting life and property; participate in station maintenance and training activities; and do other related work as required.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

- Important responsibilities and duties may include, but are not limited to, the following :

  • Drive and operate fire apparatus in accordance with federal regulations, state vehicle code and all local and departmental driving regulations, at all times.
  • Under the supervision of his/ her supervisor or Captain, be responsible for the condition and operations of the apparatus and equipment to which they are assigned.
  • Acquaint themselves with topography, physical conditions, and other matters affecting their response areas.
  • Respond to alarms and assist in the suppression of fires, including rescue, entry, ventilation and salvage work.
  • Perform clean-up; overhaul work and checking, testing and maintenance activities on apparatus and equipment to return it to readiness for further alarms; operate resuscitators and inhalators and administers first aid.
  • Drive equipment to fire scenes and assume responsibility for readiness of firefighting apparatus.
  • Assist in making residential, commercial and industrial inspections to discover potential fire hazards.
  • Educate the public in fire prevention and be prepared for fire suppression tactics.
  • Participate in a continuing training and instruction program by individual study of technical material and attendance at scheduled drills and classes.
  • Keep current with practices and procedures relative to water supply, fire streams, pump capacities, motor and other operations.
  • To be quartered overnight at a fire station.
  • Lay out hose lines to hydrant and pumping equipment and assure that necessary water pressure is maintained.
  • Inspect apparatus for any needed repairs; report repairs to the Captain, submit repair tags, and complete daily, weekly, and monthly reports as required by policy; properly clean, inspect, service and house their apparatus immediately following return to quarters.
  • Inspect apparatus and equipment before leaving the scene of an incident for any damaged or missing tools or equipment.
  • Calculate engine pressures and nozzle pressures for operation of hose streams; position engines and aerial apparatuses effectively at scenes of fire; notify the company officer or officer in charge of significant changes in water supply system during a fire; calculate hydraulics problems that may be confronted.
  • Perform other duties as assigned by their immediate supervisors within the scope of the Fire Department.

KNOWLEDGE, SKILLS AND ABILITIES / MINIMUM QUALIFICATIONS
Knowledge of:
  • Modern fire suppression equipment.
  • Department procedures of operation.
  • Maintenance of pumps and pumping equipment.
  • Target hazards, street locations, and hydrant and water main locations and sizes.

Ability to:
  • Meet the essential functions and physical requirements contained in the Physical Analysis of Job Assignment.

EXPERIENCE AND EDUCATION

Experience:
Three years of experience in the City of Vallejo Fire Department and successful completion of Apprenticeship Program.

License or Certificate:
Applicants must have a Class A, B or C California driver's license, with a firefighter's endorsement, prior to appointment as an Engineer.

Must have a current medical clearance.

The Recruitment & Selection Process

2. Applications will be screened for promotional eligibility pursuant to the experience and training guidelines set forth in the classification specification above, and Section 10 of the IAFF labor agreement. Only those who meet the minimum qualifications will be invited to attend the Candidate Orientation and examination process.

Pursuant to section 10(G) of the IAFF labor agreement, employees applying for promotional examinations within the Department shall receive a notice at least ten (10) days in advance of the dates on which each general phase of the examination shall be conducted. 3. Candidate Orientation is scheduled for Monday, September 30, 2024 at 1:00 PM. Candidate Orientation will be held virtually. The Firefighter Engineer Candidate Guide will be given to all candidates who attend the Candidate Orientation. The Candidate Guide contains information that may assist candidates in preparing for the examination process.

Candidates who pass the screening for promotional eligibility will be sent an invite on the week of September 23, 2024 to participate in the Firefighter Engineer Candidate Orientation. Participation in candidate orientation is highly encouraged, but is not required.

4. The Firefighter Engineer Written Examination is tentatively scheduled for Wednesday, November 6, 2024 at 2:00 PM. The Firefighter Engineer Written Examination will be held in the Vallejo Room on the bottom floor of the JFK Library Building, located at 505 Santa Clara Street, Vallejo, California 94590. Please arrive on time, and allow up to two hours to complete the written examination.

Pursuant to Rule 12 of the Civil Service Rules, if the test is used on a continuous testing basis, is a standardized test, is a copyrighted test or obtained from another jurisdiction or from a testing agency where a contractual provision requires that the test materials be kept confidential, then candidates shall not be permitted to review the test or question booklet. Therefore, candidates will not be allowed to review the questions booklet or answer key once the written exam has been completed. However, should any candidate believe there is an item on the written examination that they feel is incorrect, they should bring the item in question to the Human Resources Analyst the day of the examination. The Human Resources Analyst will be sure to take note of the candidate's concern and the item in question to review the item with CPS HR, the third party consultant and testing resource.

5. The Assessment Center is tentatively scheduled for the w eek of November 11, 2024. The Assessment Center examination will consist of four exercises.
  • Pumping Evolution
  • City Drive/Hydrant Connection
  • Pre-Trip Inspection and Pump Check
  • Rodeo
Note: Candidates will be notified via email of their scheduled date(s), time(s) and location(s) for each exercise of the Assessment Center. Any changes to the email address listed on the candidate's application materials must be communicated immediately to Human Resources in order to ensure candidates receive timely notification regarding their invitation to appear for the examination subjects.

Scoring
Candidate's total score consists of all five exercises. Scores for the examinations will be weighted as listed below:
  • Written Examination - 15%
  • Pumping Evolution - 25%
  • City Drive/Hydrant Connection - 20%
  • Pre-Trip Inspection and Pump Check - 20%
  • Rodeo - 20%
After all components of the examination process have been completed by all qualified candidates, tentative scores will be tabulated and emailed to each candidate.

Candidates must achieve a general average of at least seventy percent (70.00%) once all scores are calculated as stated above in order for their name to appear on the Register of Eligibles. Pursuant to Civil Service Commission rule 9.6, an applicant who has failed in a subject of examination having weight sufficiently great to make it impossible for him/her to attain a general average of seventy percent (70.00%) or more, assuming the maximum degree of excellence in all other subjects shall be excluded from further examination and shall be considered as having failed the entire examination. Candidates are encouraged to reference Civil Service Commission Rules 9, 10, 11 and 12 governing open and promotional competitive examinations and the report of examination and protests.

Inspection of Scored Answers Period: Pursuant to Civil Service Commission Rule 12.3, after all parts of an examination have been completed and scored, the candidates shall be allowed a period of five (5) working days during which they may inspect their scored answer sheets and any rating forms which they have been rated during any part of the examination.

6. Following the resolution of any protests filed by candidates, each candidate will receive an email listing their final score and ranking on the Register of Eligibles. Candidates must achieve a minimum overall score of 70.00% in order for their name to appear on the Register of Eligibles.

7. Names of candidates who qualify for placement on the Register of Eligibles list will be forwarded to the Department in accordance with applicable Civil Service Commission Rules and the currently applicable collective bargaining agreement between the City of Vallejo and the International Association of Firefighters - Local 1186. Candidates placed on the Register of Eligibles (eligible list) will be referred to the Department for final interviews.

8. The Department holding the current vacancy will conduct all final interviews and make the final candidate selection. In accordance with Section 10 (A) of the collective bargaining agreement between the City of Vallejo and IAFF- Local 1186, the "Rule of Three" shall apply. This section states, "Promotions to the classifications within the bargaining unit represented by the Union shall be made from the lower ranks serving in the Fire Department, provided the candidate or candidates competing are qualified for the vacant position, using the rule of three."
