Job Location: This position will be located at the Harry S. Truman Building at 301 W. High St., Jefferson City, MO 65101.

We seek an experienced Senior Human Resources Consultant professional to support our HR transaction efforts! This level of employee is recognized as a technical specialist who supports the application and upkeep of the State of Missouri SAM II HRIS system.

  • Serve as an expert regarding statewide position maintenance approvals in the SAM II-HR system.
  • Serve as an expert regarding Uniform Classification & Pay System position maintenance processes and UCP position file maintenance.
  • Utilize the On-Base content management system to store UCP position descriptions and related documentation.
  • Develop and improve SAM II and On-Base processes as the systems and requirements change.
  • Provide direct training to other team members in position maintenance and electronic content management processes.
  • Document processes for training new team members and backup coverage needs.
  • Assist customer agencies and other teams with questions and issues related to areas of specialization.
  • Lead and participate in discussions and projects related to new or improved processes and systems.
  • Test related systems and processes and provide thoughtful feedback.
  • Research applicable laws and best practices related to complicated situations, provide recommendations and discuss with the supervisor how to proceed.
  • Provide and present content for weekly Team meetings.
  • Performs related duties as assigned.
  • Resolve complex position maintenance issues.
  • Perform various position maintenance reports, validation, and tracking.


Minimum Qualifications

  • Typically requires a high school diploma and 4 to 6 years of experience.
  • Ability to prepare reports, presentations, and related documentation; maintains accurate records and files.
  • Highly proficient in Microsoft Suite, including the ability to create charts, Pivot Tables, formulas, etc.
  • Attention to detail.
  • Knowledge of applicable Federal and State statutes, rules, and regulations.
  • Ability to maintain confidentiality.


Preferred Knowledge, Skills, and Abilities

  • Interpreting, explaining, and enforcing department policies and procedures.
  • Analyzing complex problems, identifying alternative solutions, making recommendations
  • Preparing clear and concise reports and documentation
  • Communicating clearly and concisely, both orally and in writing
  • Establishing and maintaining effective working relationships with those contacted during work.
  • Experience with enterprise-wide ERP/HRIS systems.
  • Successful experience in a human resources or business office setting
  • Strong attention to detail and commitment to quality work products
  • Ability to learn quickly and switch between varying tasks.
  • Experience with SAM II HR and OnBase preferred but not required.
  • Effective critical thinking and problem-solving skills
