The Board of Supervisors have authorized the following future salary increases: 5% on July 1, 2025

The Alcohol & Other Drug Services (AODS) program is offering an excellent promotional opportunity as a Substance Abuse Lead Counselor. This position is assigned to support Care Coordination activities as required by the Department of Health Care Services (DHCS). AOD operates a Prepaid Inpatient Hospital Managed Care Plan, whereby clients care must be coordinated across the Drug Medi-Cal Organized Delivery System. The incumbent will assist substance use providers to navigate and coordinate services at the systems level. The Lead position assists the AOD Chief or Supervisor with training, orienting, instructing, and providing direction to substance abuse counselors in the DMC-ODS. The Lead position will also assist with screenings and data gathering as part of the Opioid Response Team which aims at coordinating a quick clinical response and treatment engagement for individuals with Opioid Disorders.

The Alcohol & Other Drug Services program strives to advocate for alcohol and drug-free communities by promoting individual and family responsibility, hope, and self-sufficiency. This system of care is a comprehensive approach to providing substance use treatment and prevention services by combining administrative and clinical services in an integrated system. The Substance Abuse Lead Counselor will work under the direction of the Program Chief/Supervisor to provide clinical guidance to other Substance Abuse Counselors.

Minimum Qualifications

Education: Possession of a bachelor's degree from an accredited college or university which included at least 12 semester or 15 quarter units in, psychology, sociology, counseling, or chemical dependency.

Certification Required: Possession of a Certification as an Alcohol and Other Drug (AOD) Counselor issued by a certifying agency approved by the State of California.

Applicants are required to attach a copy of their license to their application.

Experience: Three (3) years of full-time experience or its equivalent counseling persons in a substance abuse program.

Substitution for Education: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years. No substitution is allowed for the required 12 semester or 15 quarter units of specialized coursework.

Substitution for Certification: Possession of a license to practice medicine issued by the Medical Board of California, a Psychologist licensed by the Board of Psychology, a Clinical Social Worker, a Marriage and Family Therapist licensed by the California Board of Behavioral Sciences or an intern registered with the California Board of Psychology or the California Board of Behavioral Sciences.

Selection Process

Training & Experience Evaluation: Candidates who clearly demonstrate that they possess the minimum qualifications will have their training and experience evaluated. The responses to the supplemental questions, at the time of filing, will be evaluated to determine each candidate's relevant education, training, and/or experience as presented on the application and supplemental questionnaire. (Weighted 100%)
