Community Development Field Services Assistant - Full-time Apprenticeship (Limited Term*)

*This position is full-time, at-will, and budgeted for 13 months with the approximate program period of November, 2024-December, 2025.

The One Irvine Workforce Apprenticeship Program is designed to employ and empower the next generation of public servants. In addition to gainful employment, apprentices will participate in innovative trainings, professional development opportunities, and mentorship, all while supporting some of Irvine's most important initiatives.

The Community Development Field Services Assistant plays a pivotal role in maintaining our city's high standards by providing administrative and technical support to the code enforcement and inspection teams, performing field work, and delivering exceptional customer service to our residents.

Apprenticeship Eligibility Requirements
This program is funded through the Californians For All, Youth Jobs Corps grant with specific eligibility requirements, including:
  • Participants must be between 18 and 30 years old on their first day of service, which is estimated to be between late October and early November 2024.
  • Priority will be given to Irvine residents who meet at least two of the following:
    • Are unemployed or out of school
    • Are low-income
    • May have difficulty finding employment
    • Are in, or transitioning from foster care
    • Are engaged with the mental health or substance abuse system
    • Are or were justice-involved
    • Have not participated in an AmeriCorps program

Your Impact
  • Public Outreach: Educate and inform stakeholders, including homeowners, tenants, businesses, city departments, and external agencies, about codes, ordinances, and regulations.
  • Administrative Support: Prioritize tasks and projects to ensure efficient daily operations within the department.
  • Complaint Intake: Conduct initial interviews with individuals reporting potential code violations and determine appropriate next steps.
  • Field Support: Assist code enforcement officers during on-site inspections to identify code violations.
  • Technical Inspections: Support inspectors in evaluating structures, grading, landscaping, and building systems for compliance with codes, standards, and regulations.
  • Permit Review: Assist in reviewing construction permits, plans, and specifications to ensure compliance with applicable codes and ordinances, seeking guidance from senior staff on complex technical matters.

Minimum Qualifications
  • High school diploma or equivalent.
  • At least one year of customer service experience, or a combination of education and experience that demonstrates equivalent knowledge, skills, and abilities.
  • Possession of, or ability to obtain, a valid California driver's license.

  • Experience with general code enforcement compliance, investigations, or building inspection.

The Community Development Department plans, implements, and enforces construction development standards and performance criteria that facilitate the creation and maintenance of a built environment that is safe, vibrant, and aesthetically pleasing. The department consists of two primary divisions - Planning & Development Services and Building & Safety - with support functions for each provided through the Community Development Assistance Center.

The team on which this role will serve, Building & Safety, ensures that development in the City of Irvine is designed, constructed, used, and maintained in accordance with the Irvine Municipal Code, California Building Codes, and federal water quality standards. The division is responsible for reviewing and approving grading and building permit applications and associated construction documents, and for inspecting the permitted construction for conformance with the approved plans. The Code Enforcement section responds to and investigates concerns from the public regarding potential code violations, including unpermitted construction, property maintenance, unpermitted signs, and more.

The Process
The selection process will include an examination and a background investigation prior to appointment. This recruitment may establish an eligibility list to fill future positions in similar and/or lower classifications within the organization.
