Minimum Qualifications

NY HELPS Qualifications:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

You must have a current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND

Either 1.

a bachelor’s or higher degree*** in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering

AND

Two years of full-time qualifying experience** as described below;

Or 2.

an associate’s degree*** in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering

AND

four years of full-time qualifying experience** as described below;

Or 3.

six years of full-time qualifying experience** as described below.

**Qualifying Experience: Experience in any combination of:

Either 1.

the enforcement, inspection, development, or teaching of building or fire codes;

Or 2.

the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.

**NON-QUALIFYING EXPERIENCE:
Experience performing design, construction, or inspection of bridges and/or highways; labor law, wage or health and safety inspections/investigations not primarily related to building or fire codes; experience as a firefighter where your responsibilities do not include conducting fire or building code inspections as a primary assignment; and clerical or support duties associated with fire or building code inspections are NOT considered qualifying experience. This list is not all inclusive.

70.1 Transfer Qualifications:

At least one year of permanent or contingent-permanent qualifying service as a Senior Safety & Health Inspector, SG 18 AND have a current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional Qualifications:

In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

Candidates must meet the open-competitive minimum qualifications for this position listed above.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reinstatement in accordance with Civil Service Law.

Duties Description

The Code Compliance Specialist 1, SG-18 will be assigned to the Capital Bureau and reports to the Code Compliance Specialist 2, SG-23. As a Code Compliance Specialist 1 duties will include but are not limited to the following:

• Review and inspects building plans and building permit applications for compliance with the NYS Uniform Fire, Building and Energy Codes
• Schedule, coordinate and conduct compliance inspections of existing buildings, new construction projects, alterations, repairs and demolitions.
• Meets with architects and engineers to respond to questions and provides technical information on code requirements.
• Inspects new construction projects to verify that approved building plans are in compliance with Uniform Code, specifications and good construction practices.
• Inspects existing buildings to determine compliance with the Uniform Code and recommends any corrective actions to resolve violations.
• Recommends to supervisor legal orders and notices such as stop work orders, compliance notices and notices forbidding occupancy.

Additional Comments

The posted hiring rate is the sum of the statutory hiring rate for PS&T Grade 18 ($65,001) and the Downstate Adjustment ($1,650). The posted job rate is the sum of the statutory job rate ($82,656) and the Downstate Adjustment ($1,650).

Operational Needs:

• You must have an active certification as a Code Enforcement Official pursuant to Title 19NYCRR, Part 434, or Part 1208.
• At the time of appointment and as a condition for continued employment, you must possess a valid license to operate a motor vehicle in New York State.

*NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
