Vacancy is within the Department of Development Services. Under general supervision, assists in the review of projects and site plans and provides application assistance and information; prepares reports and feedback on development submissions and ordinances. Assists with the development or modification of the City master plan or the administration of a redevelopment program as directed. Assists customers and applicants with zoning and planning related inquiries. Performs land use and zoning review of simple to moderately complex site plan applications and communicates findings to applicants and colleagues as appropriate. Acts a liaison to residents, contractors, property owners, etc. May be required to attend and serve as a city representative for Neighborhood Revitalization Zone (NRZ), Commission, staff and other meetings, and perform necessary support functions, as requested. Performs research and interprets technical and analytic data to provide solutions for simple to moderately complex planning scenarios and makes recommendations regarding zoning and planning matters. May prepare maps, planning reports, sketches, and renderings of variable complexity. Recommends zoning updates as appropriate. Regularly reviews and studies appropriate federal, state and local legislation that affects redevelopment and planning programs, rules or regulations. Conducts special research as requested. Performs related work as required.

This is a CHPEA union position. The hours of work for this position are 40 per week.

Knowledge, Skills & Abilities

The examination will consist of rating your training and experience as contained on your application and may include an oral test, written test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure:

Knowledge of:
  • Modern principles and practices, issues and research methods of city planning.
  • Federal, state and local laws, policies, procedures, and regulations governing land-use planning and zoning.
  • Development, land use and site plan reviews, including historic and wetlands review practices.
  • Zoning, wetlands and historic preservation.
  • Modern office methods, practices, procedures and equipment, including computer hardware and software necessary for graphic presentations, mapping and database management.

Ability to:
  • Analyze, interpret, summarize and present administrative and technical information and data in an effective manner and prepare clear and concise reports.
  • Effectively perform simple to complex site plan review, with associated analysis and justifications as needed.
  • Research, interpret and apply federal, state and local law, policies, procedures, laws and regulations.
  • Recommend modifications or changes to local codes, ordinances and procedures to reflect best practices.
  • Establish and maintain effective working relationships with City staff, government officials, outside agencies, contractors and the general public.
  • Interact with a diverse population.
  • Communicate effectively orally and in writing.
  • To learn and perform a wide variety of simple to complex planning activities.

Physical Demands and Working Conditions

Work is performed primarily in an office environment with travel to different sites. Incumbent may be required to work a flexible schedule including evenings and weekends.

Qualifications

Open to all applicants that meet the following minimum qualifications:

Graduation from an accredited college with major work in planning, Urban Studies, public or business administration, architecture, political science, sustainability, community development, law or a closely related field;

OR

An Associated degree and two (2) years of experience in land use planning.

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
