$86,484 to $126,449

NOTE :

A Housing Planning and Economic Analyst performs responsible administrative and technical work in the preparation of economic research, reports and feasibility studies related to policy analysis, housing policy, program development, legislation and affordable housing preservation, development and financing.

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

Graduation from an accredited four-year college or university; and Two years of full-time paid professional experience in housing, economic development, planning, financing and/or analysis of low-income or moderate-income affordable housing, implementing economic development programs, including analyzing and evaluating data, resources, program design and funding sources.
A one year internship or fellowship obtaining experience as described in Requirement #2, while enrolled in a full-time graduate program may be substituted for one year of full-time paid professional experience.

A master’s degree in economics, urban planning, business administration, or public policy/administration may be substituted for one year of the required experience.

However, they cannot be appointed until the full experience requirement is met.A valid California driver’s license is required at the time of appointment. Candidates will be disqualified and not eligible for hire if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).For qualifying work experience gained outside of the City of Los Angeles, the term “professional experience” applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered “professional,” non-City qualifying experience must be gained in positions after obtaining a four-year degree.Please note that qualifying education must be from a college or university accredited by a City of Los Angeles recognized agency. The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Attention to Detail; Self-Management; Fact Finding; Oral Communication; Awareness of the City Environment; Job Knowledge, including knowledge of: the major steps involved in planning feasibility studies; economic, social, and environmental factors affecting housing and community development programs and projects; federal, state, and local agencies involved in housing and community development matters; and other necessary knowledge, skills, and abilities.

Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list. If in accordance with the Rule of Three Whole Scores all candidates are eligible for appointment consideration, the examination will consist entirely of an evaluation of the candidate’s City employment application by Personnel Department staff to ensure that the minimum qualifications have been met.
