DUTIES

ANNUAL SALARY

$108,993 (flat-rated)

The salary in the Department of Water and Power is $123,108 (flat-rated)

NOTES :

Annual salary is at the start of the pay range. The current salary range is subject to change. Please confirm the starting salary with the hiring department before accepting a job offer.
Candidates from the eligible list are normally appointed to vacancies in the lower pay grade positions.

An Electrician does skilled electrical work in the installation, maintenance, and repair of wiring, conduits, transformers, and electric installations in public buildings and facilities and on adjacent grounds; operates electrical switchgear of various voltages, and troubleshoots electrical circuits.

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

Completion of a State of California recognized five-year apprenticeship as a general electrician; or
Seven years of full time paid experience performing electrical wiring work on buildings and facilities; or
Completion of a general electrician program from an accredited state institution and 8,000 hours of full-time paid experience performing electrical work on buildings and facilities under the direct supervision of a C-10 licensed electrical contractor.


Completion of an electrician program at an accredited institution may be substituted for each year of experience lacking up to a maximum of two years under Requirement #2.

PROCESS NOTES

Applicants filing under Requirement #2 who lack six months or less of the above required experience may file for this examination. However, they cannot be appointed until the full experience requirement is met.
Some positions may require a valid California driver’s license or Class B license with a medical certificate. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI). For positions requiring a valid Class B driver’s license, candidates will be asked to submit a commercial driving history in accordance with the California Department of Motor Vehicles CVC Section 1808.1 prior to appointment.
Applicants filing under Requirements #1 or #3 must submit either an apprenticeship certificate or a certificate of completion of a general electrician program. Applicants must attach a copy of the applicable certificate to the on-line application at the time of filing. The certificate must be attached to the on-line application BEFORE the application is submitted. If the certificate is attached AFTER the on-line application has been submitted, it will not be available to the City and applicants WILL NOT be credited with having submitted the certificate. Applicants who fail to submit the certificate at the time of filing by attaching it to the on-line application will not be considered further in the examination.
Applicants filing under Requirement #2 wishing to substitute completion of an electrician program for experience lacking must submit a certificate of electrical program completion for each program they claim as qualifying at the time of filing. The certificate must be attached to the on-line application BEFORE the application is submitted. If the certificate is attached AFTER the on-line application has been submitted, it will not be available to the City and applicants WILL NOT be credited with having submitted the certificate. Applicants who fail to submit the certificate at the time of filing by attaching it to the on-line application will not be considered further in this examination.
Applicants filing under Requirement #3 must submit a verification of experience letter signed by a C-10 licensed electrical contractor at the time of filing. The letter must include the name, contractor license number, and signature of the C-10 licensed electrical contractor along with the applicant’s employment dates, description of duties, and the total number of paid hours performing electrical work on buildings and facilities under the licensed contractor’s direct supervision. The letter must be attached to the on-line application BEFORE the application is submitted. If the letter is attached AFTER the on-line application has been submitted, it will not be available to the City and applicants WILL NOT be credited with having submitted the letter. Applicants who fail to submit the letter at the time of filing by attaching it to the on-line application will not be considered further in the examination.
For some positions, you may be required by the appointing department to possess an Environmental Protection Agency approved Technician Certificate and/or pass an annual or periodic work fitness evaluation to verify your eligibility for continued employment.

Candidates completing the exam process may be contacted by the Personnel Department to provide required proof of qualifying coursework.
Positions at the Department of Water and Power may require the completion of a general electrician apprenticeship or completion of a general electrician program and 8,000 hours of electrical work experience as stated under Requirements #1 and #3.
Requirement #2 may be removed in future examination administrations.


SELECTIVE CERTIFICATION

In accordance with Charter Section 1010 (b) and Civil Service Rule 5.31, selective certification will be used for some positions that require special skills and/or training in one or more of the following areas. Only persons possessing the following at the time of filing may be considered by appointments to fill such positions:

Possession of an Electrician Certification issued by the California Department of Industrial Relations.
Possession of a Chief’s Regulation 4 Testing Certification from the City of Los Fire Department to conduct tests on emergency generator and battery systems.
Possession of a Certificate of Completion of an International Brotherhood of Electrical Workers (IBEW) five-year inside wireman program.

To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements based on a random sampling of those qualified candidates in sufficient numbers to meet hiring needs. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

SELECTION PROCESS

Examination Weight:
Multiple-Choice Test - 100%

The examination will consist entirely of a weighted multiple-choice test administered and proctored on-line. In the on-line multiple-choice test, the following competencies may be evaluated: Judgment and Decision Making; Reading Comprehension, including knowledge of: terminology and symbols used in electrical work, such as those found in building plans, blueprints, electrical drawings, schematic diagrams, and wiring diagrams; Mechanical Aptitude, including knowledge of: the tools, equipment, and instruments necessary for installation, repair, or replacement of electrical systems, and components; the methods or procedures used to repair damaged or defective electrical devices, systems, or equipment; Safety Focus, including knowledge of: safety procedures when working on electrical circuits sufficient to minimize the chances of injury to self, other employees, and/or the public; personal protective equipment (PPE) and their use sufficient to minimize the chances of injury to self, other employees, and/or the public; emergency first aid procedures sufficient to ensure that injuries are mitigated; Cal/OSHA Title 8 General Safety Orders as they pertain to working near potentially dangerous conditions; safe driving rules and regulations, such as those found in the California Vehicle Code; Electrical Understanding, including knowledge of: the fundamental principles and laws of electricity; electrical formulas and units of measure; electrical circuitry, such as series and parallel circuits, motor windings and connections, transformer windings and connections, and motor control circuitry; the applications, characteristics, and installation of materials used in new and existing electrical systems; the National, State, and local electrical codes; the causes of and solutions to electrical system failures or malfunctions; the basic components and functions of transformers and motors; the different types, installation, and repair of wires; the operation and procedures used in servicing uninterruptible power supply (UPS) systems, large generators, automatic transfer switch, control and sensor devices, and variable frequency drives; and other necessary knowledge, skills, and abilities.

The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. It is anticipated that the remote proctored multiple-choice test will be administered between TUESDAY, OCTOBER 22, 2024 and MONDAY, OCTOBER 28, 2024 . Candidates who do not complete and submit the remote proctored multiple-choice test on-line using a computer by the specified date and time as instructed will not be considered further in this examination.

This examination is based on a validation study, and as provided by Civil Service Commission Rule 4.20, the multiple-choice test will not be subject to candidate inspection.

In conjunction with Civil Service Rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
Seniority credit at the rate of 0.25 of a point for each year of continuous City service will be added to the weighted test score of each promotional candidate.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open candidates ahead of the promotional candidates.
In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.


Notice :
