Job Description

Basic Purpose

This position functions under the direct supervision of the Administrative Program Manager, Child & Adolescent Health Division. Primary responsibilities include providing technical assistance and support to partners and staff on issues related to adolescent health and well-being as related to the Personal Responsibility Education Program (PREP). Typical functions of this position may include but are not limited to:

Typical Functions

  • Providing guidance and consultation and training to state office and contract staff on adolescent health topics.
  • Serving as liaison with other state and community-based organizations serving the maternal and child health (MCH) population regarding teen pregnancy prevention programs and evidence-based curriculum.
  • Developing, recommending, and planning policies, rules and regulations pertaining to adolescent health services consistent with federal and state laws.
  • Understanding federal and state laws and regulations pertaining to adolescent services provided or the programs offered.
  • Assuring all required grant activities and reporting is accomplished for the federal Personal Responsibility Education Program (PREP) grant.
  • Coordinating training opportunities as needed


Education and Experience

requirements at this level consist of a master’s degree in a social science, public health, or public administration, health care administration, health planning or statistics and three years of professional experience in adolescent health; or an equivalent combination of education and experience.

Knowledge, Skills, Abilities and Competencies

required at this level consist of public health problems, specifically related to adolescent health issues, socioeconomic influences on adolescent health systems, public health principles and practices, community health organization, and the Positive Youth Development (PYD) framework. Required abilities and/or skills include and are not limited to planning, organizing, and directing preventive services for adolescent health programs; research methods and design for evidence-based programming; developing adolescent health-related educational materials for professionals and communities; participating, consulting, and collaborating in the development of long-range plans for adolescent health programs; and consulting on and interpreting policy and procedure for state and contract staff. Ability is required to identify various adolescent health care constituencies; to research and present recommendations to public and professional bodies; and to explain controversial recommendations as they relate to adolescent health and best practices.
