Position Duties

The total annual salary range for a Senior Analyst is $113,327.76 - $138,072.48.

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. Bargaining Unit: City Association of Management Personnel (CAMP).

The Environmental Services Department (ESD) is currently seeking to fill one (1) full-time Senior Analyst (Safety Officer) vacancy in the Health and Safety team of the Administrative Services Division (ASD). The ASD team members gain satisfaction when facilitating trainings for ESD’s workforce; feel empowered when managing a full range of information technology data and services to approximately 600 employees; deliver quality customer service in utility billing; enjoy their contributions to the success of peers by hiring and promoting the right people for the right positions; and oversee the budget planning and fiscal management for a wide variety of special funds that support the important work ESDers to. The Department is seeking an experienced Safety professional to assist with implementing health and safety programs throughout ESD. ESD has a multitude of worksites, including general office spaces, field utility work, working along creeks and waterways, and working in a heavy industrial setting at the San Jose-Santa Clara Regional Wastewater Facility. The Health and Safety team provides service to approximately 600 employees working in these various locations facing workplace hazards such as heavy industrial equipment and machinery, confined spaces, underground tunnels and basements, utility pipelines, hazardous materials (such as natural gas, chlorine, anhydrous ammonia and other chemicals), high voltage electrical distribution and generation systems, and water reservoirs and pump stations. The dedicated employees of the department work in a variety of roles including utility field inspectors and watershed scientists, water and wastewater operators, heavy equipment operators, mechanics, electricians, painters, HVAC and other industrial trades as well as general programmatic, engineering, and administrative roles that typically work in an office setting.

Reporting to the Environmental Health and Safety Manager, this Senior Analyst (Safety Officer) will assist with all aspects of the Health and Safety Program to ensure compliance with local, state, and federal laws and regulations. The Safety Officer provides assistance and expertise with hazardous materials/wastes and industrial safety programs including LOTO (lock out tag out), confined space entry, machinery safety, and fall protection. This position also assists with training, inspections, accident/incident investigations, Workers’ Compensation claims, and other programs to ensure a safe work environment and to reduce risk. The selected candidate will assist in ensuring that all related policies, procedures, and programs are disseminated, understood, and practiced by all employees, contractors, vendors, and stakeholders.

General responsibilities include:
•Enforcing compliance of current regulations and best practices in the fields of occupational health and safety standards;
•Collect and analyze safety metrics data;
•Prepare reports and documentation supporting findings and recommendations for correction of deficiencies;
•Provide follow up to ensure that appropriate measures have been appropriately employed to correct infractions and deficiencies and prevent recurrence;
•Provide guidance and instruction regarding safety issues in coordination with City policies and procedures;
•Maintain accurate and organized records for program needs and requirements.

Additionally, fostering a collaborative culture of safety is essential, so the Safety Officer will attend or lead appropriate meetings, communicate regularly with management, and safety representatives on work progress and activities.

Minimum Qualifications

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.

Acceptable Substitution: One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.

Licenses/Certificates: Possession of a valid California driver's license may be required for some assignments.

Form 700 requirement
This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.
