GENERAL PURPOSE: Under general supervision, inspects properties for fire prevention compliance with local, state and Federal laws, codes, ordinances, regulations standards; and conducts fire protection systems plan reviews.

Primary Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Inspects properties to ensure compliance with fire protection and prevention laws, codes, ordinances, regulations and standards.
  • Investigates complaints relating to fire hazards and fire code violations.
  • Identifies corrective actions, which must be made in order to bring properties into compliance with applicable fire codes, laws, and ordinances.
  • Assists in the development and reviews fire exit plans for commercial and residential buildings.
  • Inspects and tests fire protection and detection systems to verify that such systems are installed in accordance with appropriate laws, codes, ordinances, regulations, and standards.
  • Takes photographs and/or writes detailed reports of fire code violations observed in each inspected building sites.
  • Conducts fire code compliance follow-ups to ensure corrective action has been taken.
  • Explains and interprets to citizens and City staff fire prevention policy and procedures within scope of authority.
  • Conducts fire protection systems plans review.
  • Investigates fires to determine origin and cause.
  • Performs other duties as assigned or required.


Minimum Qualifications & Position Requirements

Education and Experience:
High School diploma, GED or equivalent and two (2) years professional experience in fire prevention inspections or plan review; OR an equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:
Knowledge of:
  • City policies and procedures.
  • Principles and practices of fire prevention and suppression techniques.
  • Principles and practices of building inspection for fire safety compliance.
  • Principles of record keeping and records management.
  • Applicable federal, state, and local codes, laws, regulations, policies, procedures; including the National Fire Code
Skill in:
  • Interpreting and explaining laws and regulations.
  • Detecting deficiencies in fire protection and prevention equipment and materials.
  • Working effectively under stressful conditions and in emergency situations.
Ability to:
  • Follow written and oral instructions.
  • Read, interpret, and explain technical fire codes, ordinances, plans, blueprints, diagrams, system maps, and technical operational manuals.
  • Communicate and work effectively with others and maintain confidentiality.
  • Operate computerized informational databases for tracking programs and related information.
  • Make mathematical calculations and draw logical conclusions.
  • Listen, communicate, and work effectively with a diverse group of people, sometimes in adverse situations.


Additional Information

Special Requirements: Certified as a State of Arizona Fire Inspector 1&2 and/or ICC Fire Inspector 1&2 Certification. IAAI Fire Investigation 1-4 or meet the requirements to obtain the certification with in 2 years; valid Arizona Driver’s License.

Physical Demands / Work Environment: Standard office environment, emergency incident sites, construction sites and in fire station facilities.

Reports To: Fire Marshal

Supervision Exercised: None

FLSA Status: Non-exempt

12 - Month Goals:
  • Meet with Development Services, Engineering, and Water staff.
  • Conduct a minimum of 3 fire investigations with supervision.
  • Fire station tour and response areas, which includes target hazards.
  • Complete training with conducting fire & life safety occupancy inspections.
  • Assist with special event inspections.
  • Review all City and FD policy and procedures.
  • Meet with Resource Management PPE fitting and issuing of safety equipment.
  • Complete training with Image Trend our inspection and investigation software.
  • Complete training with Brycer our compliance engine program.
  • Conduct training with Field Maps and our pre-plan program.
  • 6-month evaluation with the Deputy Fire Marshal.
  • 12-month evaluation with the Deputy Fire Marshal.
