CLASSIFICATION SUMMARY
The Construction Services Manager is responsible for the management and oversight of the Construction Section of the Engineering Division of the Public Works Department, including all construction inspection and construction contract administration activities performed in the City for both public and private projects such as streets, water, sewer, drainage and utility facilities. The incumbent must establish and maintain cooperative working relationships with consulting engineers, designers, contractors, Federal, State and local agency representatives, property owners, utility companies, the general public and other City employees.

  • Directs, supervises and manages the activities of the Construction Section of the Public Works Department, including construction inspection and construction contract administration activities;
  • Acts as a mentor and technical resource for subordinate supervisors and staff;
  • Assures that concerns and complaints from the public and businesses are adequately and timely addressed; analyzes solutions for problems and challenges for construction activities in the right-of-way;
  • Develops and monitors Section goals and objectives to efficiently accomplish assigned tasks and responsibilities of the Construction Section;
  • Reviews the work of subordinates, consultants and contractors to ensure proper quality control and conformance with sound engineering practices, and all applicable environmental and Federal, State and City standards and regulations;
  • Reviews and provides input for design documents for public and private development work to be performed in the right-of-way for constructability and conformance to industry and City standards:
  • Reviews and negotiates change orders and claims with contractors; assures that change orders and claims are addressed in a timely manner;
  • Authorizes change orders and progress payments within limits defined by City policy;
  • Represents the Public Works Department before citizens, interest groups and federal/state/local governmental agencies;
  • Responds to contractor and public concerns and recommends corrective action, as needed;
  • Develops proposals and oversees the selection, negotiation and administration of professional service agreements;
  • Prepares and monitors the Construction Section budget;
  • Coordinates activities with other City departments;
  • Prepares reports and presentations for the Department, City Council and other agencies;
  • Participates in the development of and revisions to City engineering standards and specifications;
  • Provides for training and development of subordinate supervisors and staff;
  • Conducts performance evaluations, administers discipline; participates in the hiring, termination and pay change recommendations of Section staff;
  • Assures prompt updates and maintenance of office records, maps, construction project documents and related records, including as-built record drawings of all public and private development work.


Employment Standards

Extensive managerial experience and background in the civil engineering principles involved in roadway, water, sewer and drainage design, construction, maintenance and repair.

This position requires a Bachelor's Degree in civil engineering or a closely related field and a minimum of five years of experience administering municipal engineering projects, including a minimum of two years of supervisory experience, or any combination of relevant education and experience sufficient to demonstrate the knowledge, skills and abilities to perform the duties listed above.

  • Must pass a criminal background investigation.
  • Must maintain regular attendance and punctuality.
  • Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.
  • Possession of a Professional Engineer’s license in the State of Washington, or have the ability to obtain one by comity within six months of hire id preferred.


Supplemental Requirements

Comprehensive Knowledge of:
  • Principles and practices of civil engineering, as they relate to design, rehabilitation, construc­tion, inspection, and repair of roads, streets, bridges, signals, water, sewer and drainage facilities;
  • Municipal public works planning, design and administration;
  • Contract management and administration.

Considerable Knowledge of:
  • Management practices and procedures;
  • Supervisory practices and techniques;
  • Project planning and project management principles and practices;
  • Accounting and financial management;
  • Federal, State and environmental rules, regulations and procedures.

Ability to:
  • Make clear and concise presentations at formal meetings;
  • Plan, organize and direct the work of subordinates;
  • Plan, organize and direct construction programs and projects;
  • Communicate effectively orally and in writing;
  • Operate a computer and be familiar with computer-aided-design and drafting and related business software.

Paid Holidays
12 per year (9 scheduled; 3 “floating”)
New Year's Day, Martin Luther King Jr. Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the day after Thanksgiving, Christmas Day, and three floating holidays selected by the employee. An employee will accrue one of the three floating holidays on each of the following days: February 1, February 12, and August 31. An employee will only accrue a floating holiday on these days if actually employed.

Paid Time Off (PTO)
The purpose of PTO is to compensate employees for absences due to injury, illness, vacation and personal business. In addition, the program is designed to provide employees with personal flexibility regarding the use of leave hours. PTO hours accrue based upon the actual number of regular hours worked.

Retirement Plan
All City employees are members of the Public Employees Retirement System (PERS). The City and the employee both contribute toward the plan. PERS provides regular retirement and disability retirement benefits. City employees also participate in the Social Security Program. Rates effective as of 09/01/2023. ( www.drs.wa.gov )

Deferred Comp
The City contributes an equivalent of 5% of your regular monthly salary to Mission Square Retirement (previously ICMA) deferred compensation program. No employee match required, but employees may contribute towards plan if desired. ( www.icmarc.org )

Medical, Dental& Vision Insurance
The City currently pays the entire dental and vision insurance premiums for the employee and dependents.Employee current premium share is $190.00 per month for medical insurance to cover themselves and dependents.

Life Insurance
1.5 x annual salary (not to exceed $250K) provided by the City of Kennewick. Employee may purchase Voluntary Term Life Insurance for employee, spouse and/or dependents through New York Life (previously Cigna).

Long Term Disability
The City pays the entire long-term disability premium for employees through New York Life (previously Cigna).

Wellness Program
The Wellness Program has been established to encourage employee health and fitness, both at work and at home. A City Wellness Committee promotes and provides opportunities for healthy lifestyles. Employee fitness center is open to all employees and their spouses.
