To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION :

PLEASE NOTE: The salary listed on this posting will receive a 5% legislative appropriated increase effective 9/1/2024.

Under the direction of the Park Superintendent, this position performs complex (journey-level) maintenance and construction supervisory work. Responsible for the Lead Operations Ranger duties of Sea Rim State Park. Serves as the Team Leader for field maintenance staff and acts as manager in absence of Park Superintendent. Responsible as the Additional Duty Safety Officer (ADSO) for the park. As the Utility Plant Operator (UPO), responsible for the proper operation, maintenance and repair of the water and wastewater systems and ensures the regulatory compliance in all utility operations to include completion of required forms and reports as required by the Texas Commission on Environmental Quality (TCEQ) and the Texas Parks and Wildlife Department (TPWD). Conducts water laboratory testing procedures and general maintenance and cleaning of water facilities. Coordinates and assigns projects and duties to field staff and volunteers. Performs all phases of maintenance to facilities, buildings, vehicles, equipment and park grounds. Operates all types of equipment including power mowers, tools, tractors and other gasoline operated equipment. Coordinates ordering of supplies and materials. Conducts revenue collection, issues permits and automated visitor registration. Supervises and trains other park staff and volunteers. Assists with budgeting and other administrative duties and with Natural and Cultural Resource Management tasks, as well as with Interpretive/Education/Outreach activities and special events. Assists with interpreting and enforcing Park rules and regulations. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications:

MINIMUM QUALIFICATIONS :

Education :

Graduation from High School or GED.

Experience :

Three years facility, equipment, or grounds maintenance experience;

Two years of experience as a supervisor or team leader, which may include oversight of paid staff, volunteers, or alternative workforce.

NOTE : Experience may have occurred concurrently.

Licensure :

Must possess or be able to obtain, within 30 days of employment, a valid State driver's license;

Must possess or be able to obtain, within one year of employment, a class "D" Water and Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).

NOTE : Retention of position contingent upon obtaining and maintaining required license and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.

PREFERRED QUALIFICATIONS :

Education :

Vocational training in areas such as: electrical, carpentry, mechanical, or plumbing repairs.

Experience :

Four years facility, equipment, and grounds maintenance experience;

Two years of experience with water and wastewater facility operation and maintenance;

Experience working with the public;

Experience working with personal computers including Windows operating system; Office Suite-Word, Excel, Outlook; and internet.

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of park operations and maintenance practices;

Knowledge of TCEQ rules and regulations on the proper operation and performance standards for water distribution systems and water treatment systems;

Knowledge of natural and cultural resource management techniques and conservation principles;

Knowledge of general custodial duties;

Knowledge of general maintenance techniques and minor repairs of facilities and equipment;

Required to work in a public park open seven days a week with day use and overnight camping;

Required to work a 40 hour week that includes various schedules, hours other than 8:00 am to 5:00 p.m., with days off other than Saturday, Sunday, and holidays;

Required to respond to emergencies and on-call situations;

Required to perform manual labor including lifting supplies and materials up to 50 lbs.;

Required to work outdoors in all types of weather as well as in non-climate controlled buildings;

Required to work in and around natural outdoor pests such as insects, animals and reptiles, and poisonous plants;

Required to operate a State vehicle;

Required to travel 5% with occasional overnight stays;

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

Non-smoking environment in State buildings and vehicles.
