Job Description

THE POSITION

Under general direction, assists the Code Enforcement Manager with the planning and administration of code enforcement programs, including case reviews, hearings, permits and licensing, staff training, supervision of staff pertaining to nuisance abatement, blight control, substandard housing, zoning, abandoned vehicles, overgrown vegetation, vector infestations, business compliance and other hazardous conditions; ensures work quality and adherence to established policies and procedures.

DISTINGUISHING CHARACTERISTICS
This class is the full supervisory class in the Code Enforcement Officer series. Incumbents in this class are expected to work under minimal management supervision and instruction, and to exercise considerable independent judgment and initiative while supervising code enforcement functions and staff. This class is distinguished from the higher class of Code Enforcement Manager in that the latter is the first level management class responsible for administering and evaluating code enforcement programs. This class is further distinguished from the lower class of Senior Code Enforcement Officer by the regular, continuous performance of the full range of supervisory duties, including evaluations, coaching and discipline, and assistance with administration including case review, hearings, and permits in code enforcement programs.

SUPERVISION RECEIVED AND EXERCISED
Direction is provided by the Code Enforcement Manager or other higher-level management personnel. Responsibilities require the direct and indirect supervision of administrative, technical and support personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as needed:

• Plans, prioritizes, assigns, supervises, evaluates, and participates in the work of staff responsible for conducting investigations to ensure compliance with and enforcement of State and local codes pertaining to nuisance abatement, blight control, substandard housing, zoning, abandoned vehicles, overgrown vegetation, vector infestations, business compliance and other conditions that are of health and safety concerns.

• Coordinates, prioritizes, and reviews the work plan for assigned functions, services, and activities; assigns work activities and projects; monitors assigned caseloads; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems; ensures work is performed accurately and timely and in compliance with department policies and practices and related regulations.

• Provides direct supervision over administrative, technical and support personnel; assists with interviewing and selecting assigned personnel; works with employees to correct deficiencies; completes performance evaluations; recommends and/or implements discipline procedures.

• Assists in the development of training materials including presentation, forms, informational brochures, and other materials concerning interpretation and application of federal, state, and local laws, best practices, and other code enforcement related activities; provides and/or coordinates staff training in accordance with established policies and procedures; assist with the monitoring of training and certification requirements of staff.

• Participates in the development and implementation of department goals, objectives, policies, and procedures for assigned area of responsibility; assists with the research of best practices relating to code enforcement, laws, ordinances, and code enforcement programs; makes recommendations for changes and improvements to existing delivery methods, standards and procedures.

• Performs the more technical and complex tasks of the work unit, which may include such duties as: preparing and/or reviewing code violation cases of nuisance properties; coordinating contracts or agreements for nuisance abatement with other departments or jurisdictions; submitting staff reports for revocations of permits and licenses and responding to requests for evaluation of cases including the assessment of fees and requests for the reduction and waivers of fees and fines.

• Trains staff and provide guidance with the technical and complex tasks/cases. Assist with the collection and preservation of evidence, provide guidance with the creation of inspection warrants, search warrants and other related paperwork.

• Reviews and mitigates cases to determine the appropriate course of action to attain compliance including assisting staff conducting investigations with the preparation of cases for legal action to include appropriate reports for presentations to administrative hearing bodies, testifies at court hearings, enforcement proceedings, and administrative proceedings.

• Assists with the abatement of nuisance violations in coordination with contractors to ensure compliance with city contracts and agreements.

• Responds to and resolves routine and in-depth constituent inquiries and complaints concerning program procedures or code enforcement regulations.

• Attends night and weekend meetings and activities; training and evaluating field staff that work at night; assist with sting operations, sweeps and community clean-up projects; provides presentations/classes to license holders on weekends to ensure compliance with regulations and travel outside City boundaries to attend meetings.

QUALIFICATIONS

Knowledge of:

• Office procedures, methods and equipment including computers and applicable software applications such as word-processing, spreadsheets, databases, and other specialized applications related to area of assignment.
• English usage, spelling, grammar, and punctuation.

EDUCATION AND EXPERIENCE

Education :
Possession of a high school diploma or GED. College level coursework from an accredited college or university in criminal justice, law enforcement, public/business administration, construction, planning, or closely related field is desirable.

Experience:
Four years of experience in municipal or county code enforcement as a code enforcement officer performing the full range of code enforcement duties.

AND

One year of lead or supervisory experience is required, preferably in code enforcement.

SPECIAL QUALIFICATIONS

Driver License:

Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

Certifications:

Must possess and maintain a valid Certified Code Enforcement Officer (CCEO) certification from the California Association of Code Enforcement Officers (CACEO).

Must possess and maintain a valid Penal Code (PC) 832, Arrest, Search & Seizure certification from the Commission on Peace Officer Standards and Training (POST).

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Work Conditions: Incumbent is required to attend night and weekend meetings; work irregular hours, weekends, and holidays; and travel outside City boundaries to attend meetings.

Environmental Conditions: Work is performed primarily in a standard office setting, but when in the field, could include exposure to unsanitary conditions, uneven and slippery surfaces, inclement weather conditions, grease, oils, smoke, fumes, pesticides, lead, asbestos, mold, hazardous chemicals, communicable bacteria, and drug paraphernalia; confrontational interactions with customers/potentially hostile environments; and exposure to trauma/grief.

Physical Conditions: Primary functions require sufficient physical ability and mobility to work in an office setting and in a field environment. Incumbent may be required to walk, run, stand, or climb on slippery, even or uneven, and paved or unpaved surfaces as well as bend, stoop, squat, and crawl in small, low and/or confined areas. Incumbent is required to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; travel to other locations; and operate equipment and vehicle.

PROBATIONARY PERIOD
Incumbents must complete 12 months of probation at a satisfactory performance level prior to gaining permanent status.

3. Eligibility : Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Supervising Code Enforcement Officer examination.

4. Screening Committee : (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.

5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department.
