Regional Government Services (RGS) and its staff are conducting this recruitment on behalf of the Castroville Community Services District.

THE POSITION
Appointed by and serving at the discretion of a collegial and highly engaged Board of Directors, the General Manager performs a wide array of duties including planning, organizing, directing, and reviewing the overall administrative activities, water systems operations, and fiscal responsibilities of the District; providing advice and assisting the Board; and representing the District’s interests at local, regional, state, and federal level meetings and with the public.

The job requires a collaborative, experienced professional who will strengthen the District’s culture of teamwork, accountability, innovation, empowerment, and service to its customers. This position participates in all Board meetings, and leads the District’s strategic initiatives, planning, policy principles, and regulatory and legislative matters.

The new General Manager will be charged with ensuring an engaged and well-informed community. Some of the top priorities for the incoming General Manager include strengthening staff and capacity, managing sewer system initiatives, and prioritizing District projects.

Current and future projects include:

  • Desalter Pilot - The District has an opportunity to lead a desalter project for the area.
  • New Castroville Sign - Manage the development and installation of the city's new sign.
  • Funding Streams - The District is dedicated to pursuing funding opportunities to accelerate infrastructure and other projects.
  • Community Engagement - The District is committed to encouraging community engagement and communication regarding its services.
THE IDEAL CANDIDATE WILL HAVE
Deep Knowledge of and Technical Knowledge of:
The management of day-to-day operations of a public agency and/or special district
Water well operations, water quality and standards and the ability to run a water system
California water laws and rights and related local government roles, responsibilities, and processes and applicable federal, state and local laws, codes, and regulations
Groundwater hydrology
Development and oversight of capital improvement projects, including securing funding
Municipal budgetary planning, administration, municipal financial management, personnel management, and resource planning of organizational resources
Establishment of an organization’s long-term goals and objectives
Governance and working with an elected body
Strategic development and strengthening of the District's operations with a limited budget and staffing levels
Written and oral communication skills with an ability to understand and speak to the concerns of others
Microsoft Office and/or Google Workspace used in current office environments

THE COMMUNITY

Nestled a few miles inland from the picturesque Monterey Bay, Castroville is a charming little town renowned for its deep connection to agriculture. Often celebrated as the "Artichoke Capital of the World," this unincorporated community is a hub of vibrant, green artichoke fields, giving it a unique character. Positioned at the base of the Salinas Valley in Northern Monterey County, Castroville is conveniently situated about 104 miles south of San Francisco and halfway between the coastal cities of Monterey and Santa Cruz. Major highways 183 and 156 provide easy access to this agricultural gem, which offers a warm and welcoming atmosphere despite its small size.

THE DISTRICT
Formation and Evolution
The Castroville Community Services District (CCSD) was established in 2008 through the merger of two entities: the Castroville Water District, founded in 1952, and Monterey County Service Area No. 14, which succeeded the Castroville Sanitation District. In 2014, the District further expanded by merging with the Moss Landing Sanitation District, a partnership it had previously operated under contract.

Governance
The District is governed by a five-member elected Board of Directors, which oversees the strategic direction and ensures the effective delivery of services to the community.

The Castroville Community Services District offers a broad range of essential services across its service areas:

The District's service area spans from Moss Landing in the north to Moro Cojo in the east, encompassing the entirety of the Castroville community. For Moss Landing, the District exclusively operates and maintains the sewer system as of the 2014 merger.

QUALIFICATIONS
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

  • A bachelor’s degree from an accredited four-year college or university in public or business administration, engineering, law or a closely related field; AND
  • At least five years of experience in a public agency management position responsible for the formulation and implementation of programs, budgets and administrative operations with a public works agency, water resource, or water utility.
Certifications
Water Treatment and Distribution Operator Licenses (State of California) Level II must be obtained within 2 years after date of hire.

BENEFITS
Retirement: The District participates in the California Public Employees’ Retirement System (CalPERS) under a 2% @ 60 formula for Classic members (employee contribution rate of 7%) and a 2% @ 62 formula for PEPRA/Non-Classic members (employee contribution rate of 11.49%). The District participates in Social Security.
Health Insurance: 100% District paid through CalPERS for PPO (PERS Platinum) for employee and dependents.
Dental/Vision/EAP: 100% District paid for employee and dependents.
Life Insurance: The District provides a life Insurance flat benefit of $30,000 for employee and $5,000 for dependents.
Deferred Compensation: The District offers an optional 457 deferred compensation plan for employees to set aside a portion of their salary on a pre-tax payroll-deducted basis to supplement retirement. The District does not match or contribute to the deferred compensation plan.
Holidays: 12 days per year (two are ½ day) plus 1 floating holiday.
Sick Leave: 10 days per year with unlimited accumulation. The District also provides for CalPERS sick leave credit.
Vacation Time: District offers generous vacation benefit of 10 days per year, increasing to 15 days after 5 years of service, 20 days after 10 years of service, 25 days after 15 years of service. The District has vacation accrual caps and allows a cash out of a portion of unused vacation.

SELECTION PROCESS

Remote Screening - The most qualified candidates from application assessment may be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position. The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled for the week of September 23, 2024.

The District will tentatively hold hiring interviews the week of October 21, 2024.
