HCA PROGRAM SUPERVISOR II

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the needs of the County are met. Qualified applicants are encouraged to apply immediately.

The open eligible list established by this recruitment will be used to fill current and future HCA Program Supervisor II positions within this specialty. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County.

THE AGENCY

The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.

THE DEPARTMENT AND PROGRAM

Behavioral Health Services

The Behavioral Health Services (BHS) Division consists of the following service areas Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, BHS Navigation, and Forensics and Justice Involved. These service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.

The BHS Navigation’s OC Outreach and Engagement (OC O&E) serves individuals experiencing unsheltered homelessness in Orange County. The program's focus is on linking individuals to needed services including behavioral health, physical health care, emergency shelter, housing, and other supportive services. This is accomplished through developing and building trusting relationships with the unhoused community and collaborating with other service providers.

Public Health Services
Public Health Services (PHS) is a multi-dimensional department that includes Communicable Disease Control, Public Health Lab, Environmental Health, Community & Nursing Services, Clinical Services, Health Promotion & Community Planning. Through assessment, policy development and assurance, PHS provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments.

The Local Oral Health Program (LOHP) is a unit under Health Promotion that is funded by the State of California’s Office of Oral Health with funds from Prop. 56 Tobacco Tax. The mission of LOHP is focused on improving the oral health of community members by focusing on system changes that reduce barriers to care, increase access, and ultimately improve oral health outcomes. LOHP hopes to achieve these goals by implementing the strategies laid out in the Orange County Oral Health Strategic Plan which was locally developed and based on guidance from the State and Centers for Disease Control and Prevention (CDC) such as school- based/school-linked services, increasing utilization of dental services, and integration of medical and dental services.

THE OPPORTUNITY
There are two (2) immediate vacancies within HCA: one (1) with BHS and one (1) with PHS.

The HCA Program Supervisor II (PS II) within BHS, O&E is responsible for supervising staff providing services in the community. The PS II will be out in the field 60% of their time conducting training for new outreach workers, role-modeling outreach techniques, leading priority projects, and working with staff on complex cases. The PS II acts as a liaison with community and service providers, including attending meetings and representing the program on planning committees, preparing correspondences, reports, and program documentation, conducting quality management activities, and advising staff on participant cases.

The responsibilities of the PS II may include, but are not limited to, the following:
  • Demonstrating best practices in the field to outreach staff to ensure quality of service
  • Reviewing documentation for completeness, quality, and compliance with County standards
  • Facilitating ongoing case conferencing and providing guidance on difficult cases to monitor delivery of program services
  • Providing back-up coverage for the HCA Service Chief
  • Supervising case management services, including the development of individualized action plans, monitoring outcome data, documentation, and appropriate referrals and linkages
  • Assisting with triaging phone calls and assigning to staff for field response
  • Participating in collaborative partner meetings to develop regional services and resources
  • Answering community calls in a timely manner and ensuring information provided is accurate and reliable
  • Completes staff performance evaluations; plans work schedules; communicates direction and expectations; troubleshoots concerns
The HCA PS II position in PHS, LOHP is responsible for supervising and supporting a multidisciplinary team responsible for strategic planning, program implementation, grants and contract management, and quality management for state-funded services. Incumbents are also responsible for a highly visible, complex program with a broad impact on the community or target population, requiring liaison relationships of a significant and far-reaching nature.

The duties and responsibilities for the HCA PS II position include but are not limited to the following:
  • Leading Oral Health collaborative meetings including the development of meeting materials, presentations, and follow-up
  • Overseeing the implementation of school-based services, oral health assessment data reporting, and outreach events
  • Coordinating the compilation and submission of grant applications, budgets, reports, and other requirements
  • Participating in local and statewide collaborative meetings
  • Developing Agenda Staff Reports and grant reports for Board of Supervisor requirements.
  • Assisting with recruiting, hiring and supervising staff, which includes assigning job duties, evaluating job performance and problem-solving program issues

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
For BHS, O&E, the ideal candidate will possess two (2) years of professional experience working with individuals experiencing homelessness or in a health setting for physical, behavioral health, or recovery, with at least one (1) of those years spent conducting fieldwork and handling crisis situations. Two (2) years of supervisory experience is highly preferred but not required.

For PHS, LOHP, the ideal candidate will possess one (1) year of community planning experience. A master’s degree in Public Health, Public Administration, Social Work, or related field is preferred, but not required.

In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

PHYSICAL AND MENTAL REQUIREMENTS AND ENVIRONMENTAL CONDITIONS
Physical Requirements
Vision sufficient to read standard text, read a computer monitor and to drive; speak and hear well enough to communicate clearly and understandably in person, over the telephone and in small groups; independent body mobility to stand, sit, walk, stoop, and bend to access a standard office environment; manual dexterity to use hands, arms and shoulders repetitively to operate a keyboard, to write, and drive a vehicle. Ability to stand and walk for long periods of time.

Mental Requirements
Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.

Environmental Conditions
Will be required to interact with clients/patients in emotional and occasionally hostile situations; work in the field or in an office environment and/or a secure facility; drive to community sites and to meetings; occasionally work evenings/weekends to attend meetings/special events.
