DEFINITION:
Assists in the development or administration of specialized programs in the Office of Equity Division.

CLASSIFICATION STANDARDS:
Positions allocable to this class typically report to a higher level Children Services Administrator and assist in the implementation of specialized programs and administrative support services. Positions allocable to this class also assist in the development and administration of specialized services for programs related to Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ+). Incumbents must exercise knowledge of State and Federal regulations and must demonstrate effective written and oral communication skills, the ability to work with various officials and members of the public and an ability to exercise the principles of supervision.

Essential Job Functions

  • Assists management with the operating budget of Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ+) programs by evaluating needs, preparing budget requests, reviewing budget reports, overseeing services, supplies, inventory, and expenditures.
  • Assists with the administration of contracts (LGBTQ+ Service and Housing Placement Services) and Memoranda of Understanding (MOUs) by planning, developing, and negotiating the terms of contracts and MOUs that benefit programs relating to these programs.
  • Assists in overseeing studies by planning, organizing, conducting cost/benefit analyses, and coordinating the collection, analysis, and presentation of information both orally and in writing.
  • Prepares a variety of documents of a highly sensitive or complex nature utilizing the latest technology and appropriate software programs.
  • Under the guidance of management, collaborates with appropriate federal, state, and local agencies on a variety of issues to gain agreement on program concepts, interpretation of legislation, the development of community resources/workshops, and in accordance with federal laws, state laws, regulations and department policies and procedures.
  • Initiates, assigns, and assists in leading projects and assignments by planning and organizing work activities from inception to final submission; coordinating the various functions and tasks within the division; maintaining a uniform work flow; determining priorities; assigning personnel to meet deadlines and desired outcomes, as appropriate; and updating direct manager (i.e., CSA II and/or CSA Ill) via written and oral reports on the status of work being performed to ensure that quality service is delivered in a timely, effective, and productive manner, and is consistent with the County strategic plan and in accordance with Federal and State laws, regulations, department policies, and procedures.
  • Supervises subordinate staff as needed; by performing a full range of supervisory tasks, such as advising, motivating, training, supporting, coaching, mentoring, and disciplining employees; delegating assignments to subordinate staff; gathering organizational performance metrics; monitoring, reviewing, and evaluating employees’ work products and performance; and conducting staff meetings in order to ensure that quality service is delivered in a timely, effective, and productive manner and performance outcomes are achieved in accordance with Federal and State laws and regulations and department policies and procedures.
  • Oversees the administration of contracts and memoranda of understanding (MOUs) within a children and family services program/section by reviewing and understanding contract terms; monitoring their execution and compliance; and evaluating deliverables and performance to ensure quality service is provided in a timely and fiscally responsible manner.
  • Analyzes and interprets data for a children and family services’ program’s section’s operation by collecting pertinent data (e.g., laws, regulations, policies, procedures, operational reports, statistical reports); reviewing and analyzing current work processes through audit findings, work measurement studies, process assessments, and internal and external data stats; and documenting results to formulate and recommend revised methods that improve service delivery and program outcomes, are consistent with the County strategic plan, and comply with Federal and State laws and regulations and department policies and procedures.
  • Responds to highly complex or sensitive assignments or issues presented by internal or external stakeholders (e.g., program staff, administrators, Board of Supervisor representatives, community advocates) by analyzing relevant information gathered from written and numerical reports, interviewing relevant parties, reviewing existing records and files, etc. and utilizing appropriate resources (e.g., staff, existing data, other County employees), using designated software (e.g., word processing, spreadsheets, presentation), and following standard English usage and using plain language to ensure the requested information is delivered in a timely, accurate, efficient, and effective manner and to provide recommendations that are in compliance with Federal and State laws and regulations and department policies and procedures.
  • Assists in developing, implementing, and/or sustaining programs and services within the Department of Children and Family Services (such as administrative reviews and audits, research studies, work measurement studies, process assessments, pilot programs, and demonstration projects). This involves researching relevant information (including legislation, program policies/procedures, statistics, financial data, input from other County employees and representatives from private/public agencies, and internet sources), providing cost/benefit analyses, and monitoring studies to develop effective solutions or recommendations. The goal is to ensure quality service delivery in a timely, effective, and productive manner, consistent with the County's strategic plan and in compliance with Federal and State laws and regulations as well as department policies and procedures.
  • Represents the Department of Children and Family Services (e.g., on committees, meetings, conferences, media, service planning areas) by serving as the liaison with other County departments, Federal and State agencies, or private/public agencies and by preparing for and attending committee meetings, conferences, etc. to orally present information to others (e.g., one-on-one or in groups), address concerns raised by relevant groups, assess the need for action by the public social services office/section, and assist in developing policy guidelines.


Requirements

SELECTION/SPECIALITY REQUIREMENTS:

OPTION I: Two (2) years of experience at the level of Supervising Children's Social Worker*, one (1) year of which must have been assisting with the development and implementation of programs that benefit the LGBTQ+ .

-OR-

OPTION II: Three (3) years of experience in a highly responsible staff capacity** at the level of Administrative Services Manager I***, analyzing and making recommendations for the solution of problems of organization, programs, budget, or personnel. One (1) year of which must have been assisting with the development and implementation of programs that benefit the LGBTQ+.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II - Light:

This class includes administrative positions requiring light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting. Considerable ambulation may be involved.

SPECIAL REQUIREMENT INFORMATION:
*Experience at the level of Supervising Children's Social Workeris defined as: Supervises a staff of Children's Social Workers providing casework services to children.

**Highly responsible staff capacity is defined as: Staff experience at the senior level with extensive knowledge of program related area, processes and procedures and experience in a specific subject matter.

***Experience at the level of Administrative Services Manager Iis defined as: Independently performs a full range of difficult to complex analytical assignments and makes recommendations on complex issues which directly impact departmental programs and administrative operations.

EXAMINATION CONTENT:
This examination will consist of two (2) parts:

PART I: A Writing Assessment weighted 20% assessingEnglish Structure and Content, Written Expression, and Prioritizing Information.
