JOB SUMMARY

JOB SUMMARY
Plans, coordinates, leads, and participates in the maintenance and construction of the City's water/wastewater systems and/or other assigned equipment; diagnoses and resolves system/equipment issues; oversees the construction and improvement of assigned facilities; monitors and ensures crew compliance with regulatory and safety requirements; prepares and maintains maintenance records and documentation; and supervises assigned personnel.

ESSENTIAL FUNCTIONS AND DECISION MAKING

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Leads and oversees daily crew work activities required to support the wastewater lift stations, water production stations, water storage tanks.
  • Directs maintenance and emergency repair work.
    Plans, schedules, and coordinates routine lift station and water station preventative maintenance activities.
  • Supervises, trains, and evaluates the performance of assigned personnel.
    Assigns work duties; prioritizes workflow; monitors the quality and progress of work performed by crew members.
  • Provides technical guidance, assistance, and direction to staff.
  • Operates and provides oversight for vehicles, heavy equipment, and tools assigned to work crew.
  • Monitors daily inspection results of operational equipment.
  • Assists in selection of new employees.
  • Participates in the installation, repair, and maintenance of the City's water distribution wastewater collection infrastructure:
  • Repairs and maintains wastewater lift stations, water production stations, water storage tanks.
  • Ensures facilities and stations operate at maximum efficiency within federal and state rules and regulations.
  • Oversees construction projects for retrofits, additions, and new facilities.
  • Reviews warranty work and schedules continued warranties.
  • Conducts a variety of project management tasks:
  • Reviews and/or prepares procurement documents and contracts.
  • Facilitates and/or participates in pre-bid and pre-construction meetings.
  • Provides technical support to contractors, engineers, and consultants.
  • Monitors for compliance with approved project specifications.
  • Reviews and approves contractor submittals.
  • Reviews and updates lift station design and construction specifications.
  • Performs administrative and/or financial management duties:
  • Reviews, monitors, and ensures the accuracy of work orders.
  • Prepares, reviews, and maintains maintenance records and files.
  • Obtains quotes; places orders for materials/supplies; tracks shipments.
  • Issues purchase requisitions; approves the payment of invoices.
  • Monitors the status of funds and accounts.
  • Ensures inventory levels are adequate to sustain normal, as well as emergency operations.
  • Miscellaneous:
  • Attends and participates in meetings, training courses, and seminars.
  • Assists other City departments with information/work requests.
  • Monitors Water/Wastewater integrity.
  • Participates in the City's Safety Program.
  • Perform any other related duties as required or assigned.

DECISION MAKING
  • Must have technical, electrical, PLC/VFD programming and mechanical troubleshooting skills.
  • Trains, supervises, and evaluates the performance of assigned personnel.
  • Construction project management, inspection, design, and scheduling.
  • Manage CIP funds for facility improvements.


MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

MINIMUM REQUIREMENTS
  • High School Diploma or equivalent is required.
  • Five (5) years maintenance experience in water/wastewater or related industrial environment. Two (2) years supervisory experience is required.
  • Level II Wastewater Collections and Class C Ground Water Treatment or Class C Surface Water Treatment required within four (4) years of employment. Level III Wastewater Collections, Class B Ground Water Treatment, or Class B Surface Water Treatment certifications are required within six (6) years of employment.
  • Must possess a valid Texas Driver's License with an acceptable driving record.

JOB DIMENSIONS
  • Must be able to read/comprehend regulations, building/electrical codes, instrumentation and control manuals, various software applications, construction as-built plans, quadrangle maps, equipment/repair manuals, work orders, and maintenance documentation.
  • Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, contractors, vendors, and the general public.


PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 80 pounds frequently. Subject to standing, walking, lifting, carrying, pushing/pulling, reaching, handling, fine dexterity and hearing frequently; sitting, kneeling, crouching, bending, twisting, climbing, balancing, talking and foot controls occasionally; crawling rarely.

Working conditions involve exposure to variable and/or extreme weather conditions, vehicle traffic, heavy equipment, open trenches, confined spaces, hazardous chemicals, and infectious diseases. Utilizes confined space equipment or other personal protective equipment as required.
