The County of Monterey currently has vacancies in the Human Resources Department and Health Department.

Human Resources Department

The County of Monterey’s Human Resources Department fosters organizational excellence through collaborative partnerships with departments by supporting efforts to attract, develop, and retain a diverse and talented workforce with the goal of providing essential services to our community. The department is a key partner to leadership in the shaping of an inclusive culture which drives excellence and innovation.

The Human Resources Department currently has one (1) vacant Associate Personnel Analyst position in the Classification and Compensation Unit. This Unit provides and monitors a competitive and fair compensation system and maintains a standardized and equitable classification system which defines the scope and nature of job assignments, provides ongoing updates of classification specifications, identifies job expectations, and supports career development options which enable the County to employ and retain qualified employees.

Health Department

The Health Department Administration Bureau provides operating Bureaus/Divisions with infrastructure and support services. These services include departmentwide administration, budget, and accounting oversight, human resources services, management information systems support, program evaluation and data analyses for health policy and program development and monitoring, management of public health accreditations processes, and facilities management.

The County of Monterey Health Department has generalist Personnel Analyst vacant positions.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

The Eligible List established by this recruitment process may be used Countywide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

Examples of Duties

Personnel Analyst

Depending on the assignment, the following are examples of the duties:
  • Develops recruitment strategies and materials; develops, administers, analyzes and evaluates written, oral, and performance tests; develops standardized test procedures; reviews job applications and evaluates qualifications of applicants to determine appropriate criteria of candidates to be selected for interviewing; organizes screening, interviewing and performance appraisal boards; assists the department in developing appropriate selection interview criteria.
  • Assesses departmental training needs and trains departmental staff on Human Resources practices, and organizational effectiveness; makes recommendations on employment issues and transactions; counsels employees concerning all areas of human resources.
  • Consults with departments on employee relations and management issues and makes recommendations.
  • Write correspondence, reports announcements, and advertisements on a wide variety of technical and professional material and correspondence.
  • Works with departments to assess and improve organization structure for effectiveness; develops new classifications by analyzing relevant job functions, reporting relationships and job qualifications.
  • Plans and conducts position classification studies to determine appropriate duties, responsibilities, classification and allocation of positions; writes and revises class specifications.
  • Gathers, summarizes, and analyzes salary comparison data and makes recommendations; conducts studies of internal class relationships for compensation purposes.
  • Administers departmental Equal Opportunity Program.
  • Assists in developing and administering a wide variety of employee benefits and service programs.
  • May participate in contract negotiations and assist in preparing employee relations reports and related documents.


Associate Personnel Analyst

Depending on the assignment, the following are examples of the duties:
  • Plans and conducts classification studies to determine appropriate duties, responsibilities, classification, and allocation of positions; writes and revises class specifications as necessary.
  • Gathers, summarizes, and analyzes salary comparison data and makes recommendations; conducts studies of internal class relationships for compensation purposes.
  • Works with departments to assess and improve organizational structure for effectiveness; develops new classifications by analyzing relevant job functions, reporting relationships and job qualifications.
  • Writes correspondence, reports, announcements, advertisements and a wide variety of technical and professional materials and correspondence.

  • Functional responsibilities of a human resources department.

  • Basic exam development and validity criteria .
  • Specific subject matter program areas and practices within an area of specialization such as recruitment and examination, classification and compensation, employee relations, and equal employment opportunity.
  • Federal, State and local legislation pertaining to equal employment programs.

Thorough Knowledge of:

  • Analyze data and statistical issues; draw sound conclusions and make effective recommendations.
  • Plan and conduct recruitment; develop and administer content valid examinations.
  • Analyze classifications, job analysis, organizational restructuring, and compensation to make logical recommendations based on research and comparative data.
  • Analyze problems, consider options and formulate strategies to arrive at logical conclusions; explain and support effective recommendations.
  • Provide excellent and courteous customer service and establish and maintain effective working relationships.
  • Develop and produce clear, concise and descriptive written and oral reports, correspondence, and other communicative materials.
  • Manage a variety of simultaneous work projects to meet established timetables and commitments.
  • Understand, interpret, explain and apply federal, State, and local legislation regarding equal employment opportunity and County Human Resources policies and procedures.

Education :
Baccalaureate degree from an accredited college or university in Human Resources, Public or Business Administration, Industrial Relations, or a closely related field.

AND

Experience:
Two years of experience performing Human Resources services including recruitment and examination, classification and pay and employee relations work.

Associate Personnel Analyst

Education:
Baccalaureate degree from an accredited college or university in Human Resources, Public or Business Administration, Industrial Relations, or a closely related field

AND

Experience:
Two years of increasingly responsible experience performing professional human resources services including recruitment and examination, classification and compensation, employee relations and equal employment opportunity work.

CONDITIONS OF EMPLOYMENT
The required conditions of employment include, but are not limited to the following:
  • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
