Job Description

THE POSITION

**Although there is a salary range for this position, salary will be negotiated depending on experience.**

This recruitment will be used to establish an open competitive and promotional eligibility list that may be used to fill this vacancy and vacancies occurring in this classification for a minimum period of six (6) months. Supervise arterial signal technical team, apply engineering principles for arterial operations, and provide daily oversight of the Arterial Traffic Signal Operations Program within Southern Nevada.

FLSA STATUS: Exempt

Working Conditions: May work shifts on days, evenings, weekends, and holidays.

REQUIREMENTS

Education and Work Experience: Equivalent to a Bachelor's Degree in engineering or a closely related field and five (5) years of demonstrated professional engineering experience.

Licensing and Certification: Must possess and maintain a valid Professional Engineer (PE) license from the State of Nevada. Must possess and maintain a valid Class C Nevada driver's license at time of application.

Background Investigation: Employment with the Regional Transportation Commission in this position is contingent upon completion of a comprehensive background investigation, including qualifying education/experience verification, social security trace, criminal history records review, and driving history records check.

•Ability to plan, direct, supervise, and schedule traffic signal technician team

•Ability to develop, review and implement traffic signal timing and coordination plans

•Demonstrated experience coordinating operational activities with internal and external team members

•Ability to utilize ITS devices and analysis platforms to monitor traffic operations and develop operational strategies

•Ability to analyze data and repair reports for traffic operations

•Registered Professional Traffic Operations Engineer by the Transportation Professional Certification Board preferred.

PHYSICAL DEMANDS

EXAMPLE OF DUTIES

Develops, reviews, and implements traffic signal timing and coordination plans. Manages a technical team and applies principles and practices from civil engineering for the traffic operations of arterial roadway network to achieve a safe, efficient, and convenient movement of people and goods. Prepares traffic operations studies, such as intersection operations studies, corridor coordination evaluations, and traffic signal timing (before/after) studies. Develops, reviews, implements and optimizes traffic signal timing plans and coordination plans for weekday and weekend traffic operations as well as during special events and construction activities. Supervises the implementation of traffic signal timing plans. Assist in development and management of professional and contractual services contracts and other types of agreements that support Traffic Operations functions. Utilizes Intelligent Transportation System (ITS) platforms such as video surveillance equipment, traffic signal central system software, traffic analysis software, and traffic signal performance data to remotely monitor and enhance the regional arterial network operations Represents the RTC in meetings with groups or individuals; answers queries and provides information/assistance as required; responds to subpoenas and participates in depositions. Provides high level and responsive customer service on sensitive traffic operational inquiries; receives, reviews, and investigates requests for traffic mitigation coordinates with other RTC team members as well as the local public agency representatives; analyzes findings, prepares documentation, and deploys recommendations. Leads and conducts a variety of assigned traffic engineering analysis, models, scenarios and special projects as assigned by Manager. Supervises assigned staff; evaluates their work performance; assigns and schedules their work. Participates in staffing and employee relations related activities for assigned staff and ensures adherence to RTC’s diversity initiatives in all aspects. Oversees safety and security responsibilities for areas assigned and ensures that direct reports are trained on safety and security procedures, fully compliant with procedures, and held accountable for breaches in safety and security protocol. Other duties as assigned.

GROUP INSURANCE - Health and dental insurance is available at a minimal expense to eligible employees, spouses and dependents. The RTC pays the monthly life insurance premium for eligible employees.

SERVICE CONNECTED DISABILITY INSURANCE - Eligible employees are covered by a Workman's Compensation Program in accordance with the provisions of the Nevada Industrial Insurance Act (NRS Chapter 616) and the Nevada Occupational Diseases Act (NRS 617).

LONG-TERM DISABILITY INSURANCE - The RTC pays a monthly premium toward a long-term disability plan for eligible employees.

VACATION - Vacation leave accrual is based on length of RTC employment. Initial accrual is at the rate of 3.08 vacation hours for each biweekly pay period.

SICK LEAVE - Eligible employees accrue 3.7 hours of sick leave for each biweekly pay period. Employees completing 10 years of service accrue an additional .92 hours of sick leave per biweekly pay period.

MISCELLANEOUS LEAVES - Court leave, military leave, parental leave, leave without pay, blood donor leave, education leave, and RTC promotional/transfer application examination leave are available (upon approval) for eligible permanent employees.

RETIREMENT - Full-time employees become a member of the Nevada State Public Employees Retirement System under an employer paid plan.

LONGEVITY PAY - Effective July 1, 2021, permanent employees who have completed 5 full years of creditable service with the RTC are entitled to a one time longevity payment in addition to their base salary. Longevity is paid annually, in a one time lump sum amount, at the rate of .57 of 1% at 5 years.

CREDIT UNION - RTC employees and their families are eligible to join the Clark County Credit Union.

TUITION REIMBURSEMENT - Eligible employees may be awarded tuition reimbursement upon successful completion of pre-approved, job related courses.

FMLA - Employees who have worked for the RTC for at least one year, and have worked at least 1,250 hours over the preceding 12 months are eligible for the provisions of the Family Medical Leave Act.
