Job Description

This position is located at 200 Madison Street, Jefferson City, MO 65102. The starting salary will be commensurate with education and experience plus benefits.

The Missouri Public Service Commission regulates investor-owned electric, natural gas, steam, water and sewer utilities in Missouri. We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates. The Public Policy and Outreach Department develops and distributes information to the media on agency activities, responds to media requests, and provides utility consumer education materials. The Legislative Liaison, the agency’s primary contact person with the General Assembly, is also assigned to this department and assists in responding to constituent inquires.

  • Represent the Commission before the legislature, industry-related organizations and other government agencies.
  • Develop and implement strategies to accomplish the Commission’s legislative and budgetary goals.
  • Establish and maintain strong relationships with legislators, stakeholders, other policymakers and their staff.
  • Monitor, analyze, and report on state and federal legislation affecting the Commission, Commission-regulated utilities and legislation on topics that may become issues before the Commission.
  • Coordinate and participate in testimony before legislative committees.
  • Coordinate the Commission’s response to legislative requests.
  • Correspond with individual legislators.
  • Maintain a working knowledge of utility regulation.
  • Participate in policy development and research.
  • Attend the Commission’s regular agenda meetings and local public hearings.
  • Establish and maintain relationships with rural electric cooperatives, city governments, and county commissions.
  • Represent the Commission at special events.
  • This position will require irregular hours, evening and weekend work as well as statewide travel, including overnight.


Minimum Qualifications:

  • A Bachelor’s degree and experience in one or more of the following fields - political science, engineering/utility operations, law or public policy and;
  • 2 years of experience as a lobbyist, legislative liaison, or in a position involving Missouri legislative affairs is required.
  • Advanced degree preferred.
  • Experience in utility regulation and legislation is preferred.
  • Graduate work in the specified educational areas may be substituted on a year-for-year basis for the required experience.
