Job Description

Housed within the City Manager's Office, the Office of Economic Development & Cultural Affairs (OEDCA) leads the implementation of San Jose's Economic Strategy by working with other City departments, stakeholders, private businesses, and community partners. OEDCA fulfills a critical role in strengthening the City's long-term fiscal resiliency.

OEDCA has four integrated divisions: Business Development, focused on business attraction, expansion, and retention; Business Operations and Real Estate, focused on revenue generation, management of City owned property, and Department administrative support; Cultural Affairs, responsible for arts and cultural development and work2future, the federally funded workforce development program serving Silicon Valley.

Analyst I/II position is available in work2future division with the functional title as "The Management Information Systems (MIS) Administrator", within the Workforce Innovation and Opportunity Act (WIOA) has a critical role in determining whether there is compliance with all provisions of WIOA and related regulations, applicable laws, and policies, pursuant to WIOA Title I requirements. The responsibilities as outlined below of the MIS administrator represent some of the critical duties in the agency. In addition, these functions have increased in scope and complexity due to newly launched in-school young adult programs. Furthermore, given that the MIS administrator position leads all training for staff and contractors it is critical that this position be made permanent to ensure continuity of information, timely dissemination of rapidly changing federal, state and city requirements.

Analyst I/II Job Responsibilities include:
  • Determine program compliance with provisions of WIOA and related WIOA regulations and applicable laws and regulations.
  • Ensure program compliance, and determine compliance with nondiscrimination, disability, and equal opportunity requirements of WIOA.
  • Tracking WIOA metrics in real time to identify the extent to which the provider is effectively and efficiently meeting contractual obligations and goals, which are reviewed on a weekly, monthly, and quarterly basis, by examining program participant files and the State's Management Information System (MIS) records to:
    1. Ensure only eligible participants are enrolled and applicable eligibility documentation is collected and properly recorded.
    2. Ensure proper maintenance and content of participant records to include pertinent forms and data.
    3. Confirm appropriate and adequate case notes are documented ensuring continuity from time of application through completion of services.
    4. Verify all relevant participant data and services have been accurately and timely recorded into the State's MIS (system).
    5. On-site visits with sub-recipient and contractor management, staff, and clientele may be conducted to observe operations and gain insight into the sub-recipient's and contractor's environment, processes and procedures, and overall customer service efforts and effects. Additional monitoring activities include:
  • Programs and contractors achieve intended results.
  • Resources are efficiently and effectively used for authorized purposes and are protected from waste, fraud, and abuse.
  • Reliable and timely information is captured and reported to the State's MIS (system) and serve as the basis to improve decision making.
  • Participant file checklists will be completed on selected participant records on an ongoing basis. If applicable, issues will be identified, and corrective actions explained. Technical assistance will be provided as needed.
  • Daily Observation Report (DOR) - Documents observations from a day or month of monitoring that may include noted practices, items to address, recommendations, questioned costs, disallowed costs, items that were resolved, or if no issues were identified for a specific element, and the sub-recipients' or contractors' responses. The DOR is the monitors' working papers and will be reviewed with the sub-recipient or contractor.


Analyst I

A bachelor's degree from an accredited college or university.

Analyst II

A bachelor's degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing, and analyzing data, and preparing reports recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

Acceptable Substitution for Analyst I/II

Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration, or human resources may be substituted for the education requirement on a year for year basis.

Licenses or Certificates

Possession of a valid California Driver's License may be required.

Salary Information

The final candidates' qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

The Analyst I salary range is $ 88,954.32 - $108,108.00 annually.

The Analyst II salary range is $ 97,078.80 - $117,979.68 annually.
