THE DEPARTMENT In partnership with the community, the goal of the Public Health Division at the Health Services Agency is to ensure that all County residents have optimal health and wellness at every stage of life. The Division comprises of various sections dedicated to core public health services for the County of Stanislaus, such as Community Wellness and Prevention, Communicable Disease Prevention. Emergency Preparedness and Response, Family Health Services, and Children Medical Services.

THE POSITION
Health Equity
Under general direction, the Health Educator functions in a full-time position to advance the goals of the California Strengthening Public Health Initiative (CASPHI) project funded by the California Department of Public Health. This position is grant- funded through November 30, 2027. The role is responsible for supporting the Health Equity Policy and Promotion Section's efforts to increase staff, community resident, and partner, engagement including developing and conducting trainings and engagement opportunities; developing communication and engagement strategies and materials; maintaining community workgroups; and collaborating with internal workgroups to improve workplace culture, policies and maintain a stable workforce. This is a supervisory-level position that may direct the work of Community Health Worker (CHW) staff, volunteers, and students. The team works with residents, , medical providers, community-based organizations, businesses, schools, media, and the broader community.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Community and Health Services bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

  • Gather and analyze statistical information, prepare reports and participate in grant writing;
  • Supervise and participate in the development, implementation and maintenance of programs and services designed to meet the health educational needs of private and public organizations, schools, community groups and the general public;
  • Select and/or participate in hiring new staff; supervise and train work force;
  • Coordinate with the Director, other managers and staff to develop, implement and evaluate the health education components;
  • Plan, coordinate, and implement meetings, conferences, workshops and seminars;
  • Prepare and deliver presentations to various community groups and assist these organizations in developing health education programs;
  • Develop or oversee the acquisition of health education pamphlets, books, and audio-visual materials;
  • In coordination with Health Equity section leadership, ensuring that all deliverables associated with health education program funding streams are met by formulating specific health education program objectives from broad program goals, assessing education and training needs through formal and informal means, and designing programs and information to achieve the objectives while staying within program budget limits and guidelines; and
  • Plan individual health education programs related to health and racial equity.


Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

KNOWLEDGE
  • Health promotion principles, methods, learning theories and techniques;
  • Research methodology, statistical concepts, collection and analysis of data;
  • Health education philosophy process and administration;
  • Preventive medicine and epidemiology;
  • Emerging trends and health problems as related to various community target groups and methods of intervention and control;
  • Methods of preparing, disseminating and evaluating education information to the public;
  • Standard community resources of health education and services;
  • Budgeting principles; and
  • Basic computer operation and applications such as Microsoft Word, Microsoft Excel and Internet Explorer.
SKILLS/ABILITIES
  • Develop curriculum on various health topics;
  • Provide education to community and professional staff;
  • Interpret program goals, formulate objectives and initiate projects;
  • Communicate effectively both verbally and by writing clear concise reports;
  • Design, effectively use and evaluate health education methods and materials;
  • Collect and analyze data;
  • Evaluate programs; provide and conduct community needs assessments and mobilize communities for action;
  • Network and build alliances with community organizations; and
  • Supervise staff and volunteers.

PATTERN I
  • Graduation from an accredited college or university with a Bachelor's degree in Public Health, Health Education, Community Health or a directly related field; AND
  • One (1) year experience planning and implementing a health education program in a health care or community setting.
PATTERN II
  • Graduation from an accredited college or university with a Masters' degree in Public Health (MPH).

DESIRABLE QUALIFICATIONS

  • Two (2) years’ experience planning and implementing a health education program in a health care or community setting.
  • Participation in at least one (1) course, training, workshop, webinar and/or conference related to the advancement of health and racial equity in the public health and/or health care setting within the last three (3) years.

EXAMINATION PROCESS
