The City of Oakland is recruiting to fill one (1) Assistant Facilities Complex Manager vacancy in the Facilities Division within the Oakland Public Works Department. The Facilities Division is responsible for maintaining the city's infrastructure through various maintenance teams, encompassing custodial services, engineering across all disciplines, contracting and oversight, customer service, real estate tenant maintenance (limited to City-provided services with direct tenant communication), emergency services, attendance at council meetings as needed, budget management, and staffing. The division's key objectives include providing prompt customer service and communication, ensuring safety, maintaining the city's facilities with pride and excellence, implementing an effective preventative maintenance program, evaluating facilities project requests and contracts, overseeing contractor work, and fostering strong communication with contractors and city departments.

The Assistant Facilities Complex Manager reports directly to the Building Services Manager and oversees day-to-day custodial operations in City facilities; issues meeting room reservations and parking passes; and supervises custodial staff, contracted security staff and provides direction to Stationary Engineers.

What you will typically be responsible for:
  • Supervising, training, and evaluating custodial staff
  • Providing excellent customer service to facility occupants, responding to cleaning requests, and addressing concerns or feedback promptly and professionally
  • Providing direction, support, and management to custodial supervisors and their respective divisions. Managing custodial division staff’s performance, attendance, and disciplinary actions when required.
  • Managing changing priorities, responding to emergencies, and addressing unexpected situations
  • Managing bi-weekly safety training and required staff training, ensuring compliance with safety regulations and standards are met.
  • Assisting in the development and management of the unit’s budget, tracking expenses, and identifying cost-saving opportunities

Minimum Requirements for Application

This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City and Port of Oakland employees who meet the minimum qualifications. The open list will be for all other applicants who meet the minimum qualifications.

Education:
A Bachelor's degree from an accredited college or university with major course work in facility management, real estate, business or public administration or a closely related field.

Experience:
Three (3) years of progressively responsible work experience in a supervisory capacity in facility operations and management including security, custodial services and building maintenance trades (e.g. carpentry, electrical, plumbing, mechanical).

Desirable Qualifications:
  • Skilled in various Microsoft Office software applications
  • Experience in maintenance, custodial, or engineering and sustainability management
  • Possession of a Management Certification
  • Familiar with Oracle and Cityworks software applications

The Recruitment Process:

The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the “minimum qualifications” listed for each position.

Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.

Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.

In the final review, candidates may clarify information already provided on their application. No additional work history, education, or certifications will be accepted. Any decisions made during this review process will be final.

For this recruitment, all qualified applicants will be invited to the structured interview (sometimes referred to as an Oral Exam). The tentative date of the structured interview is the week of September 30, 2024.

For some recruitments, more than one type of assessment may be used. Depending on the number of candidates who pass the first assessment (multiple-choice test, structured interview, writing exercise, performance exam) you may be asked to complete a secondary assessment before the recruitment is finalized. Candidates who pass each stage in the process will be placed on an eligible list.
