The Position

Job Appointment: Full time, regular

Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available.

Work Location: Fully remote after probationary period. Probationary period will be hybrid, with in-person work being conducted at The Portland Building located at 1120 SW 5th Avenue. Remote work must be performed within Oregon or Washington. For more information, click here .

Position Summary
The Grant Analyst is responsible for processing grants for the Vibrant Communities Service Area (VCSA), primarily Portland Parks & Recreation. This position assists with the grant application process (providing analysis and guidance in grant budget development and assisting with council document preparation) and completes monthly grant billings. The Grant Analyst also acts as a liaison for bureaus and VCSA offices, reaching out to grantors when necessary, and represents the bureau at reoccurring and ad hoc meetings with the City Grant Office. This position is also responsible for maintaining out-grant forms and financial processes in the City’s WebGrants system.

This position supports VCSA teams on policy and compliance issues as they are identified - completing risk assessments; coordinating with leadership, City Auditors, OMF offices, and others; and assisting in training and process improvements identified to remedy.

The Grant Analyst may also represent the team on projects for new system migrations, implementation, and updates.

To Qualify

The following minimum qualifications are required for this position:
Knowledge of principles, tools, and techniques of project planning or grant program management, including using sound business communication. Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines. Ability to establish and maintain effective working relationships with Bureau/Office management and staff, representatives of other public agencies, the public, and others encountered in the course of work. Experience updating, adjusting, reconciling, and maintaining budgets, financial systems, and databases; ensure accuracy of entries; allocate costs to programs and monitor spending. Experience negotiating and drafting proposed contracts, grants, and interagency agreements; track related contract performance, revenues, and expenditures; administer and track contracts and contractor performance. Although not required, you may have:
  • Experience working with grants from FEMA, Oregon Department of Emergency Management, or other emergency management programs.

Step 2: Minimum Qualification Evaluation: Week of September 3, 2024

Step 4: Selection (Interview): Late September/Early October

  • Hiring bureau will review and select candidates to interview.
  • Please note, the selection process may take up to 90 days from the notification of being placed on the eligible list.
