Examples of Duties

Duties may include, but are not limited to the following:
  • Supervises Deputy Public Administrator/Guardian/Conservators engaged in the investigation of conservator conservatorship, guardianship, or Public Administrator referrals and the management of the care of conservatees and wards.

  • Supervises Deputy Public Administrator/Guardian/Conservators and ancillary staff engaged in the marshalling, inventory, warehousing, and sale of personal property of decedents, conservatees, and wards or in the management and sale of real property and related assets.

  • Plans, organizes and supervises the daily work of staff responsible for recommending, implementing, managing and supporting public guardianship and conservatorship; assigns, reviews, evaluates, and trains staff.

  • Provides guidance to assigned staff; reviews and makes decisions regarding staff recommendations such as establishing conservatorship, difficult placement, health directives, end of life, and level of care decisions, budgeting of public benefits, documents prepared and related matters, performs case reviews and quality assurance.

  • Confers with conservatees and wards, their relatives, attorneys, heirs-in-law, or other interested persons regarding the care, protection, placement, or financial affairs of conservatees and wards.

  • Assists in the development of policies, programs, and standards to ensure cost-effective, consistent, and equitable handling of conservatorship and guardianship matters, and compliance with applicable laws, codes and regulations.

  • Supervises and coordinates court calendar and preparation of court documents; attends court hearings, as needed; provides expert testimony on matters related to public conservatorship and guardians.

  • Plans, conducts and/or participates in a variety of meetings and interviews; works with other departments, external agencies, clients and families.

  • Prepares, maintains and/or reviews a variety of reports, records, documentation, forms and correspondence related to public administrator/guardian/conservator activities.

  • Performs any of the duties of a Deputy Public Administrator/Guardian/Conservator, as needed.


Minimum Qualifications

OPTION I
Experience :
Three (3) years of paid experience with a public or private agency providing case worker services to dependent, disabled or indigent persons which involved management of client personal or financial affairs. One year of this experience must have been in a lead or supervisory capacity.

Education :
Graduation from an accredited college or university, preferably with a Bachelor's degree in the social or behavioral sciences, accounting or business management, or a closely related field.

Additional full-time, paid qualifying experience may be substituted on a year-for-year basis for the required education.

OPTION II
Experience:
Three (3) years of experience with two (2) of those years as a Deputy Public Administrator/Guardian/Conservator II with Merced County.

License (for both options):
Possess a valid California driver's license at time of appointment and maintain.

Certification by the California State Association of Public Administrators, Public Guardians and Public Conservators within two (2) years of date of appointment.

  • Analyze situations and adopt effective courses of action.

  • Operate a personal computer and other modern office equipment, including repetitive hand and arm motion.

  • Communicate effectively with others in person and over the telephone.

  • Analyze data, interpret directions, procedures and regulations, and develop appropriate responses.

  • Perform job duties in uncertain and unpleasant settings under stressful conditions.

  • Resolve conflicts and respond appropriately to complaints.

  • Maintain confidential information in accordance with legal standards and/or County regulations.

  • Frequently sit for extended periods.

  • Frequently operate a motor vehicle.

  • May occasionally lift and carry up to 20 pounds.

  • Regular attendance is an essential function.

  • Probate and Welfare and Investigative Codes as they apply to Conservatorships and decedent estates.

  • Basic principles of supervision.

  • Basic principles, techniques and methodology of interviewing and investigating.

  • Basic principles of individual and group behavior.

  • Principles of personal finance.

  • Community resources available to individuals.


HOLIDAYS & LEAVES
MANAGEMENT LEAVE


May receive, depending upon classification, 96 hours per Fiscal Year (prorated for the time remaining in the fiscal year).

VACATION

10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 40 hours).

SICK LEAVE

0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS

Twelve paid holidays annually plus two optional holidays.

BEREAVEMENT LEAVE

Five (5) regularly scheduled consecutive workdays.

The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security.The applicable benefit formula is dependent upon your hire date with an MCERA employer; yourpension amount will be determined by your age, years of service and final compensation amount.
