Job Description

Housed within the City Manager's Office, the Office of Economic Development & Cultural Affairs (OEDCA) leads the implementation of San Jose's Economic Strategy by working with other City departments, private businesses, and community partners. OEDCA has four integrated divisions: Business and Economic Development, focused on job creation, business attraction, expansion, and retention; Real Estate Services, focused on the management of city-owned property assets, the management of property where the City is landlord or tenant, and real estate transactional support for departments City-wide; Cultural Affairs, responsible for cultural development in San Jose; and work2future, the federally funded workforce development program serving Silicon Valley.

OEDCA's mission is to enable job creation, catalyze private investment, encourage revenue growth, and promote economic opportunity and talent attraction. The Real Estate Services Division of OEDCA is seeking a skilled and motivated individual to serve as a Senior Executive Analyst. This position will lead the analysis, negotiation, and facilitation of a portfolio of real estate projects, including property acquisitions and dispositions, title research, property management, and lease administration.
The ideal candidate is detail-oriented, with strong critical thinking and problem-solving skills. Real estate industry experience and knowledge of real estate fundamentals are required, and experience managing complicated real estate transactions is strongly preferred. Strong initiative and flexibility to succeed in a team-oriented work environment, along with solid communication skills (both written and verbal) are also required. A high level of professionalism, excellent customer service skills, and a strong work ethic are sought.

DUTIES AND RESPONSIBILITIES
The essential duties of the Senior Executive Analyst - Real Estate Services position includes, but is not limited to:
  • Manage a portfolio of complex real estate projects.
  • Lead the analysis and facilitation of real estate transactions.
  • Assist the Director of Real Estate and the Real Estate Manager in implementing real estate transaction negotiating strategies.
  • Draft real estate documents such as easements, right of entry agreements, and purchase and sale agreements. Manage attorney and other stakeholder review of contracts and documents to ensure project delivery.
  • Perform complex professional real property work, including property valuation, escrow management, relocation administration, title analysis, right-of-way transaction support, lease negotiation and drafting, and property management.
  • Summarize data and write memos and reports as needed for City Council, City Administration, and audits.
  • Perform professional-level, complex analysis of potential transactions.
  • Review title reports, legal descriptions, and recorded maps.
  • Develop, negotiate, and administer complex contracting projects, including Request for Qualifications (RFQ) and Request for Proposals (RFP) related to real estate.
  • Attain a working knowledge of City processes and policies.
  • Lead communications amongst project stakeholders, both internal and external, and facilitate meetings of project stakeholders.
  • Ensure information is distributed optimally for project success, and take responsibility for achieving project stakeholder buy in.
  • Develop relationships amongst partner departments to strengthen project delivery capacity.
  • Contract with and manage external consultants required for project delivery.
  • Education : Successful completion of a bachelor's degree from an accredited college or university.
  • Experience : Four (4) years of professional level analytic and/or administrative experience in the real estate field.
  • Acceptable Substitutions : A master's degree in urban planning, public administration, business administration, or related field is preferred, and can be substituted for a portion of the required experience.
  • Licensing Requirements : Possession of a valid driver's license authorizing the operation of a motor vehicle in California.

  • Experience in lease negotiations and administration.

  • Knowledge of budget and contract management and administration principles and procedures.
  • Ability to analyze and interpret complex data and present recommendations for consideration and to effectively problem solve verbally and in written reports.
  • Demonstrate strong organizational and multi-tasking skills to manage competing priorities and demands with an eye toward excellence.
  • Develop revenue projects and assist with budget preparation.
  • Knowledge of the City's economic development strategy and priorities.
  • Knowledge of the City's organizational structure and functions and the principles, practices, and challenges of the organization, administration, and management.
