THE OPPORTUNITY
The Facilities Maintenance Manager, Senior is responsible for all unplanned, planned, and reoccurring maintenance activities for designated County owned/operated facilities; business and employee activities related to the identification, planning, and execution of work orders within the Computerized Maintenance Management System (CMMS) and tracking related maintenance costs for the County buildings and facilities. This position also oversees purchasing transactions to ensure compliance with County policy and agency regulations; staffing, budgeting, and performance measures for the maintenance operation; and the establishment of major work programs such as maintenance engineering, regulatory compliance, planned maintenance, emergency repairs, and capital improvement projects.

Duties and responsibilities may include, but are not limited to:
  • Oversee internal County maintenance staff that maintain and repair County-owned buildings, including HVAC systems, electrical systems, plumbing, and structural components.
  • Conduct regular inspections to assess the condition of County facilities and identify maintenance and/or capital improvement needs or safety hazards.
  • Develop, implement, and monitor preventive maintenance programs to minimize downtime and extend the lifespan of building systems and equipment.
  • Maintain accurate records of maintenance activities, work orders, equipment inventory, and inspection reports using the Countywide CMMS.
  • Prepare regular reports for senior management, detailing maintenance performance metrics, budget status, and upcoming projects.
  • Prepare and manage the departmental budget, including forecasting expenses, tracking expenditures, and optimizing resource allocation.
  • Confers with administrative managers, division Chiefs, and capital projects management staff to establish requirements of new or altered facilities.


DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The ideal candidate will possess five (5) years of progressively responsible experience in facilities maintenance management, which includes two (2) years of management/ supervisory experience.

They will also possess a bachelor’s degree in business, public administration, facilities management, construction management, engineering, environmental management, or a directly related field.

A master’s degree in business, public administration, facilities management, construction management, engineering, environmental management, or a directly related field may substitute for one (1) year of the required experience.

Knowledge and experience with CMMS are highly desirable.

In addition, the ideal candidate will also demonstrate strong knowledge and experience in the following core competencies:

Technical Experience & Knowledge
  • Facility operations, maintenance policies, procedures, and financial record-keeping practices including but not limited to internal service fund revenue and expenditure budget procedures.
  • CMMS use for continuous improvement, data, and work management
  • Principles of organization, administration, budget, and personnel management
  • Ability to oversee maintenance and repair of buildings, including knowledge of HVAC systems, electrical systems, plumbing, and structural components
  • Conduct inspections and assess conditions of facilities and ability to identify maintenance improvement needs, to develop, implement, and monitor programs designed to extend the lifespan of building systems and equipment.
  • Proficiency with Microsoft Office Excel, Word, and Outlook
  • Forecast and develop service/parts contract needs to support strategic goals and objectives
  • Conduct cost studies and financial analysis relating to the facility administration and supporting funds, and the innovation of new facility technologies for potential implementation
  • Project management and scope development

  • Ability to conduct follow-up meetings with facility managers/clients to determine the effectiveness of preventive maintenance efforts and make recommended adjustments to the preventive maintenance scope and cycles
  • Ability to develop maintenance programs and maintain accurate records therein
  • Communicate technical and complex information clearly and concisely to a wide variety of audiences
  • Ensure that stakeholders have current and accurate information
  • Write clear and concise, composing informative and convincing memos, emails, letters, reports, and other documents
  • Communicate using modern technologies such as conducting community outreach via social media platforms and hosting public meetings virtually

LICENSE REQUIRED
Possession of a valid California Driver's license, Class C or higher.
