The Department of Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services. Salary range for this classification is $ 130,057.20 - $1 64,651.76 . This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

The Department of Public Works is seeking to fill one (1) full-time Associate Architect /Landscape Architect ( Designer ) position within the City Facilities Architectural Services (CFAS) Division . The CFAS Division manages the delivery of Capital Improvement Program ( CIP) projects relating to public infrastructure and facilities, including but not limited to parks, trails, community centers, libraries, fire stations, police facilities, emergency housing, and various other City-owned facilities for the residents of San José.

This is a temporary (Overstrength) position that is anticipated to be funded through June 30, 2025, subject to further extension as appropriate . If this position is not extended through the budget process, the city may seek to place you in other internal job opportunities base d on your previous work experience.

This position is primarily responsible for the delivery of capital improvement projects, including review of complex professional plans and specifications to ensure compliance with uniform codes, maintenance practices, and other ordinances and regulations as they relate to the City of San Jos é . For this position, a background in Architecture is required . Professional licensing ( i.e. Licensed Architect ) is highly desirable but not required (premium pay of 1.5% is available for licensed employees). Under the supervision of a Se nior Architect , the Associate Architect /Landscape Architect ( Designer ) manages project s and is responsible and accountable for the effective and efficient project management of CIP Projects through all phases of the project. This position will act as the single point of contact for project coordination including design, scope of work, cost estimating, contract administration, construction administration, budgets, and schedules. The ideal candidate will possess a high level of professionalism, excellent customer service skills and a strong work ethic. Th is position requires excellent judgment, initiative, perseverance, integrity, organizational skills, flexibility, and written and verbal communication skills. The ideal candidate must have extensive experience in the delivery of capital improvement projects.

Key Responsibilities:

The Associate Architect /Landscape Architect ( Designer ) project management duties may include, but are not limited to:

  • Interact with various City departments on the development of the capital improvement project, including scope of work, schedule, and budget, as well as effectively communicat e project status with stakeholders.


  • Conduct meetings and presentations to committees, approval agencies, clients and the general public .


  • Provide technical advice and assistance to other City departments, engineers, architects, and contractors for conformance with City policies and guidelines.


  • Prepare technical reports and other documentation, designs, drawings, specifications.


  • Analyze/solve complex architectural problems/issues to ensure compliance with regulatory and performance standards and specifications; ensuring quality assurance, risk management, regulatory compliance and permitting is properly executed.


  • Prepare and write memos and reports on public works projects for City management and the public.


  • Utilize project controls, tracking, and reporting using Capital Project Management System (CPMS) or other project management software.


  • Prepare and monitor project costs , ensuring projects meet budget constraints and stays withi n the allocated budget .


  • Develop and monitor project schedules ; updat ing to ensur e the project stays on schedule.


  • Review consultant and in- house work for aesthetics including layout, massing, hierarchy, vocabulary, rhythm, placement, color, and choice of materials.


  • Prepare and write consultant agreements ; negotiate consultant design fees and verif y that the fees are appropriate with the scoped services.


  • Review plans and specifications prepared by consultants to ensure conformity to project program requirements, building codes and ordinances.


  • Manage the bid and award of capital improvement projects .


  • Manage construction contracts, conduct pre-bid meetings, evaluate bidders, and conduct pre-construction meetings.


  • Manage the work of consultants and contractors through the development of project requirements including; project strategies, budget, schedule, and compliance with City policies, procedures, design and construction standards, regulations and codes.


  • Negotiate/ modif y contracts, resolve claims and disputes.

Education: Graduation from an accredited college or university with a Bachelor's Degree in Architecture .

Experience: Three (3) years of professional work experience in the field of Architecture .

Acceptable Substitution: Acceptance by the State of California for professional registration testing may be substituted for the degree requirement. Proof of acceptance must be provided at the time of application.

Licensing Requirements : Possession of a valid California driver's license.

Form 700: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an "Assuming Office Form 700" with the City Clerk's Office within the first 30 days of employment with the office.
