We are in search of a visionary leader to join our Department of Preschool Services as the next Director of Preschool Services overseeing the Department in all planning and execution of the organization’s mission and goals, from both the strategic and operational levels.

Outstanding Compensation and Benefits: San Bernardino County offers a generous compensation package that includes a competitive salary within the designated 87B salary range and our excellent Exempt B Benefits package. The County also offers an alternative Modified Benefit Option (MBO) that provides a wage differential of 4% above the base salary rate with a complementing modified leaves package and benefits. Annual base salary up to $218,004.

Minimum Requirements

Desired Qualifications

Education : Bachelor’s degree in business or public administration, management, behavioral/social science, or closely related field.

Experience: Five (5)+ years of progressively responsible experience as a manager or administrator in a Head Start, or other related educational setting, or a County, State, or Federal social services agency which includes responsibility for interpreting/enforcing relevant laws, rules and regulations; responsibility for program planning and development, personnel administration, operations, and budget/fiscal administration. Qualifying experience must also include full-scope responsibility for managing multiple subordinate managers and/or supervisors.

Responsibilities include but are not limited to the following:
  • Responsible for planning, organizing and directing a Countywide Head Start Program. Develop policies, procedures and plans to ensure that the educational, health and social needs of participants and their families are met.
  • Collaborate with school districts, private sector early childhood educators, and non-profit/community-based organizations to deliver services to low-income children and families.
  • Analyze and/or directs studies and legislative research to determine service or program needs; determine immediate and long-range impact and cost; ensures coordination and oversight with advisory groups, delegate agencies, governmental agencies and community organizations.
  • Direct the planning, justification and administration of the department budget; establish and administer fiscal compliance and reporting to assure funds are distributed in conformance with the conditions of program plans or special grants; ensure compliance with regulations of the Department of Health and Human Services as mandated by the Head Start Act.
  • Provide support services to the Policy Council and its various committees to assist the Council in meeting its obligation in participating in the establishment of policies and procedures, setting long and short-term goals for the Program, and assessing program effectiveness.
  • The Director of the Preschool Services Department is an unclassified position and serves at the pleasure of the appointing authority.


The Ideal Candidate will have extensive experience with an organization that is primarily concerned with the social services programs that include the well-being of low-income families or comparable private sector entity. In addition, the ideal candidate will have excellent communication and interpersonal skills to work in partnership with County, State, Federal, and community agencies and build positive and constructive relationships to benefit the community; lead with integrity and inspire staff to provide services in an effective, efficient, and respectful manner; promote diversity and inclusion; and have experience working with diverse populations.

Candidates possessing an equivalent combination of relevant education and experience will be considered.
