The City of Fresno's Transportation Department (FAX) is currently recruiting for a Fleet Manager. FAX provides fixed-route transit service and paratransit demand-response service 363 days a year throughout the City of Fresno and in some areas of the City of Clovis and the County of Fresno. Fixed-route service provides 18 routes operating seven days a week and utilizes a fleet of 124 buses including 2 hydrogen fuel cell electric and 9 battery electric buses. The fixed route system provides over 9.6 million trips each year, operating 474,000 hours and 5.5 million miles each year.

The paratransit demand-response service (Handy Ride) is subcontracted with "WeDriveU" transportation solution. Handy Ride operates seven days per week with service levels comparable to the fixed-route system. Handy Ride services are utilized by residents with disabilities in accordance with the Americans with Disabilities Act (ADA). Traveling over one million miles with 55 vehicles, Handy Ride service provides more than 154,000 trips each year.

THE POSITION
The City of Fresno's Transportation Department (FAX) is seeking a dynamic Fleet Manager who will be responsible for planning, organizing and leading a team committed to making a difference. The successful candidate will be a strong manager and communicator who is innovative and possesses extensive experience in light duty and heavy-duty vehicle maintenance and repair, and has the proven ability to successfully lead and empower employees within a fleet operation. In this capacity, the incumbent actively participates in organizational efforts needed to improve the level of fleet services.

The incumbent will provide leadership in the development, implementation, and assessment of operational goals, drafting of policies, implementation of procedures, and will provide oversight in the implementation of various work plans needed to support the budget. In addition, the incumbent must be able to effectively manage fleet operations and maintenance activities while working collaboratively with Divisions within FAX and other City departments.

The Fleet Manager is a key member of the management team in the FAX Department. This is an unclassified position in which the incumbent serves at the will of the Department Director.

The Requirements

The City is seeking a strong leader who can effectively collaborate with others to accomplish the mission of providing safe, reliable, and efficient vehicle, transit and equipment acquisition and maintenance services.

The ideal candidate must possess a Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Automotive Technology or a closely related field,

-AND-

Four (4) years of supervisory or administrative experience in the maintenance and repair of a fleet of heavy-duty diesel truck, bus/transit, and/or automotive equipment. Additional qualifying experience may be substituted for the required education on a year for year basis, up to a maximum of two years. Possession of a valid California Driver's License is required at time of appointment.

- Experience managing municipal fleet or transit maintenance operations;
- Initiative to drive and cultivate purposeful change with an emphasis on public service;
- Demonstrated management and leadership skills;
- Experience developing and implementing maintenance and procurement compliance policies and procedures;
- Experience in preparing, evaluating, and analyzing various reports needed to monitor and measure the overall performance and effectiveness of the Division;
- Effective communication skills and the ability to work with various organized labor groups;
- Knowledge and experience with organized labor and related regulations and requirements;
- Experience setting program goals and objectives, developing and administering budgets; and
- Computer literate and the ability to implement/utilize technology to improve operations.

CITY STRUCTURE:
Fresno is a full-service charter city operating under a strong mayor form of government. There are seven Council Members. The Council appoints the City Attorney and the City Clerk. The Mayor is elected at-large and does not serve on the Council, but has veto power over certain actions taken by the City Council. The City Manager, who is appointed by the Mayor, is responsible for appointing all department heads in the City, including Airports, Development and Resource Management, Finance, Fire, Information Services, Parks and Recreation, Personnel Services, Police, Public Utilities, Public Works, and Transportation.
