Job Description

Job Summary

The incumbent assumes all ASM/HRM operations responsibilities to ensure that Human Resources and Budget management functions of the HRM department are completed in a timely and appropriate manner. Facilitates the completion of other centralized functions such as events, business continuity, planning and other duties as assigned. In addition, this position will play an integral role in the implementation of collective bargaining agreements, executive orders and technical letters issued by the Chancellor's office regarding human resource policy. Furthermore, this position is the project lead for all HR related functions outsourced by the Chancellor's Office/other CSU Agency to the campus. As well as being the subject expert on independent contractors, conflict of interest and acts as a backing up with unemployment/worker's compensation administration and additional administrative functions.

Key Responsibilities

  • Oversight of all Compensation, Employment, On-boarding activities, and Budget Functions for Human Resources - Initiates recruitments in PeopleSoft. Obtains necessary approvals, position descriptions, interview questions, and other required documentation. Screens resumes that are received. Contacts applicants for initial screening and to schedule interviews. Coordinates interview process across department. Once finalist candidate is selected, checks reference, works with AVP to determine offer amount, makes offer and ensures that communication with candidate takes place.
  • Implementation of HR Policies, procedures. Subject matter expert on Conflict of Interest/Form 700 and independent contractors - Review HR Technical letters as issued by the Chancellor's Office and HR Systemwide staff to assess impact and develop implementation strategies across many areas. Coordinate with Faculty Affairs, Budget, and Staff Human Resources as appropriate. Determine PeopleSoft HR impact and manage changes. The incumbent will facilitate the communication of policy matters and procedural changes.
  • HR Operations & Special Event Activities - Prepares training presentations and materials for campus constitutes regarding: Student Payroll, FWS, New Hire Sign-in and Summer Bridge.
  • Serves as the primary liaison between CSUCO Management and the CSU B HR Staff. Primary functions include functional implementation, management of CSULB customer service delivery team, development of customer service best practices, and continuous evaluation of daily operations to ensure quality and effective HR service delivery.
  • Relocation Services - Development and administration of a standardized relocation program for all campus employees, including faculty.
  • Worker's Compensation and Unemployment Administration - Assists Workers Comp and Unemployment Manager Worker's Compensation.

Ability to take direction, assimilate information and learn all the responsibilities of the position. Ability to select, understand and consistently apply policies/procedures according to directive or CSU guidelines. Ability to review detailed numerical records or transactions to identify, trace and correct processing errors and take appropriate action to remedy problems. Ability to work under pressure with constant interruptions. Ability to set priorities and deadlines to ensure that multiple projects are completed in a timely manner.

Strong English grammar, spelling, and punctuation skills. Knowledge of general office procedures and practices. Team player and self-starter. Excellent critical and strategic thinking skills. Demonstrated, relevant knowledge of principles and practices of personnel management. General knowledge of payroll administration. Experience as an active participant in the development and application of payroll and benefits procedures. Knowledge of business strategy and techniques for aligning HR programs with business priorities. Ability to redirect approaches in the face of new opportunities. Computer competence and proficiency with application software such as Word, Excel, PowerPoint, and Microsoft.

Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student and assist in achieving the university's commitment to a "vision of excellence."

Education and Experience

A minimum of five years of general administrative experience in payroll and human resources or equivalent combination of education and experience required.

• CSU experience strongly preferred.

• Bachelor's degree required. Graduate level degree is preferred.

Physical Summary

  • Sedentary work - Involves mainly sitting. Walking and standing are minimal. Lifting is limited to lightweight objects. (10 pounds or less).

Compensation

Hiring Range: The hiring range for this position is $6,666 - $7,500 per month commensurate with candidate's education, experience, skills, and training.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.
