The Emergency Management Department is seeking a qualified and experienced applicant to lead Charleston County's Emergency Management Department as its Director. This department falls under the executive oversight of the Charleston County Public Safety Directorate. This position is forward-thinking and is also responsible for leading the Emergency Preparedness Division (EPD), the Hazardous Materials Division (HazMat) and working with Charleston County Search and Rescue. This leadership role will enhance the emergency preparedness of Charleston County and the community through planning, education, training, exercises, and hazard mitigation activities. The Director is required to have extensive leadership experience in managing multitude of projects and solving complex problems during a variety of man-made and natural disaster situations while demonstrating calmness and professionalism with team members and all stakeholders. This position reports to the Deputy County Administrator of Public Safety for Charleston County.

HIRING SALARY RANGE: $101,732 - $130,247 (Estimated Annual Salary)

Duties and Responsibilities

  • Ensures compliance with State and Federal standards for emergency response preparedness, planning and mitigation.
  • Develops policies and procedures to maintain certifications and accreditation (EMAP) standards for Charleston County and ensure that the emergency management department remain compliant with all required standards.
  • Oversees the daily operations of the Emergency Management Department
  • Develops policies, procedures, and priorities to meet established goals; develops, implements, and maintains strategic, fiscal, and capital improvement plans for the Department.
  • Prepares and monitors division budget and prepares special reports as required; attends conferences and public and professional meetings.
  • Develops and updates plans for emergency operations of County government agencies and of emergency agencies and municipalities within the County.
  • Investigates total emergency readiness in the County and modifies and/or implements new programs to enhance readiness capability.
  • Supervises the coordination of emergency preparedness and homeland security responsibilities as well as fire, rescue, and any other emergency response.
  • Oversees the staff of the Emergency Operations Center (EOC) and ensures the Center runs smoothly and all questions pertaining to disasters or emergencies are answered or resolved.
  • Will be required to work at Emergency Operations Center for the entirety of activations and recovery efforts.
  • Will provide expertise in emergency management and responses to Charleston County Government
  • Will work closely with local, state, federal partners before and during disasters.
  • Will continuously build harmonious relationships with the community and stakeholders. By Gaining the confidence and trust of others through honesty, integrity, and authenticity.
  • Maintain readiness for the Emergency Management Center.
  • Provide support in crisis situations, including but not limited to natural or manmade disasters, to include floods, wildfires, hurricanes, tornadoes, earthquakes, active shooter incidents, terrorist attacks, epidemics, hostage situations, intense storms, hazardous material exposure, or such a few examples of required readiness.
  • Oversee and manage the use of Charleston County Unified Mobile Command Center.
  • Required to work with all elected and appointed officials to ensure emergency readiness preparedness.
  • Must understand the role and responsibility of the director's position during and after declared emergency declarations.
  • Preforms related work as assigned.


Minimum Qualifications

  • EDUCATION AND EXPERIENCE
    • Bachelor's Degree in Public Administration, Emergency Management, Homeland Security, Meteorology, or a related field, And 10 years or more of leadership experience in emergency management, preparedness, and responses,
OR
  • Master's Degree in Public Administration, Emergency Management or Homeland Security, and 5 years or more of leadership experience in emergency preparedness and response; and


  • Possession of a valid State Driver's License indicating a clean DMV record; and
  • Clean criminal background.
  • Ability to pass a homeland security background check (not classified)
  • Must have already successfully completed and be certified through FEMA in IS-800 National Response Framework.
  • And within one year of employment, must complete all additional FEMA Incident Command System (ICS) courses required to work in the Emergency Operations Center.
  • Currently hold or obtain within two years of employment a SC Certified Emergency Manager Certificate
