The Office of the County Executive is responsible for preparing the county budget, providing the Board of Supervisors with the information they need for making decisions, representing the county in intergovernmental relationships, overseeing, and coordinating the work of all county departments and ensuring they provide timely, accurate and coordinated information to the public. Our staff also helps coordinate planning for County facilities, risk management, and leads racial equity and other strategic initiatives.

ABOUT THE POSITION

The Office of the County Executive for the County of Marin is recruiting for the position of an Administrative Analyst III to join the Budget Team and support administrative functions for the department.

Reporting to the Budget Director, an Administrative Analyst III works with assigned departments and conducts a variety of budget, management, administrative and policy analysis. Using financial system data and other technical tools, analysts will evaluate and provide recommendations regarding baseline appropriations, department finances, as well as budget requests and position control. Incumbents will review department staff reports and provide fiscal and policy recommendations consistent with Board of Supervisor priorities. Analysts will support the County Executive and Budget Director in the development of the annual financial plan and carry out other assignments required to manage the County’s budget.

Incumbents in this position will also serve as the administrative lead for the Office of the County Executive, which includes providing budgetary and contract support for the department’s five divisions, oversight of its programs and administrative processes, management of County grants, and providing other administrative support to partnership efforts and programs with other County departments and municipal partners across the County.

The Budget Analyst III requires the ability to act independently and utilize sound judgment to support the County’s strategic priorities, budgetary policies and administrative initiatives. Assignments may also include provision of administrative staff support to various smaller departments and specified boards, commissions and committees.

ABOUT YOU

The Highly Qualified Candidate is self-directed, organized, dependable, flexible, detail-oriented and has the ability to work with complex, sensitive and visible assignments. In addition, they are a skilled communicator in both written and verbal formats and shows an ability to maintain successful, collaborative and constructive working relationships with internal staff and members of the public. This individual demonstrates leadership through strategic planning, continuous improvement and professional collaboration. They ideally possess either an MPA, MPP, MBA, or other higher education degree, and have performed centralized budget and financial analysis work, are adept at using financial and position control data systems, and have experience developing, analyzing and presenting policy or financial recommendations to a board, counsel or other decision makers. The ideal candidate will be enthusiastic, looking to grow and excel, be invested in our organization’s future and are passionate about the specific policy area they apply for. They will employ a combination of budget and policy analysis skills to develop well-supported recommendations to advance the Board of Supervisors’ priorities and goals. Previous work experience showing a demonstrable commitment to racial equity and instituting systems to evaluate and modify budgets to ensure equitable outcomes, as well as experience that would provide knowledge of relevant policy and budget considerations for the department of Health and Human Services is highly desirable for the position.

QUALIFICATIONS

KNOWLEDGE OF
  • Principles and practices of public administration, public agency organization and human resources administration.
  • Organization, function and administrative structure of public agencies, including the role of an elected Board.
  • Techniques of planning and performing administrative, budgetary, operational, human resources or organizational analysis, including project management.
  • Practices of contract negotiation and administration.
  • Applicable laws, codes, regulations and ordinances.
  • Principles of budget preparation and administration, particularly in a public agency.
  • Principles and practices of equal employment opportunity, affirmative action and accommodation for individuals with disabilities

  • Represent the County effectively in meetings with groups and individuals, including making effective oral presentations.
MINIMUM QUALIFICATIONS
Any combination of education and experience that would provide the knowledge and skills listed in the class specification . Typically, graduation from a four-year college or university with major coursework in business or public administration, public policy or a field related to the work and three years of professional level experience performing administrative, budgetary, operational, management or organizational analysis work. At least one year of the required professional experience must have included journey level experience in the area of assignment.

Additional professional level work experience performing administrative, budgetary, operational, management or organizational analysis may be substituted for the required education on a year-for-year basis.

Highly Desired: an advanced degree such as Master of Public Administration, Master of Public Policy, or Master of Business Administration

Hybrid schedule:
The Office of the County Executive has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
