The City of Sunnyvale is currently recruiting for TWO Permit Technician positions to perform a variety of responsible customer service, clerical and technical assistance duties.

The Community Development Department has one regular Full-Time Permit Technician position to support the Building Safety Team at the City's One-Stop Permit Center.

The Department of Public Safety has one Regular Part-Time Permit Technician position to support the Fire Prevention & Hazardous Materials Unit and will report to the Civilian Assistant Fire Marshal.

Under direction of an assigned manager from Building, Planning, or Fire Prevention performs responsible technical work in one or more specialized divisions which involves researching and responding to customer questions regarding department policies and procedures, the receipt of fees, and assisting with processing permit applications; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

The Permit Technician is a fully qualified journey-level technical classification. This classification supports the Community Development or Public Safety Departments and provides a high level of customer contact. This classification differs from the lower-level classifications of Permit Clerk and Senior Office Assistant. The Permit Technician performs more responsible duties involving the review and processing of applications requiring knowledge of codes and permit process for the Building, Planning, or Fire Prevention Divisions and the Senior Office Assistant classification is responsible for more clerical and less technical duties.

Essential Job Functions

(May include, but are not limited to, the following):

If assigned to the Building Division in the Community Development Department, duties will span both design and construction activities listed below.

  • Receives and responds to questions via telephone and at the public counter related to the City's development and permit process; provides information regarding Sunnyvale's Municipal Code and the California Building Code.
  • Performs review of projects of minor scope for compliance with local and state building codes.
  • Reviews applications, documents, and plan submittals to assure completeness, accuracy, and compliance with pertinent laws.
  • Issues Minor residential building permits; calculates and receives permit fees.
  • Performs computer data input, retrieval, and records management; compiles data and prepares a variety of reports in support of assigned activities.
  • Performs simple plan checks, reviews administrative planning permits for Building Code compliance.
  • Conducts research on past and current file activity.
  • Schedules building inspections.
  • Enters permit data into an automated database.
  • Routes plans to other City departments and/or outside agencies for review and tracks plan review process.
  • Creates and maintains informational flyers and brochures.


If assigned to the Planning Division in the Community Development Department, duties will span both design and construction activities listed below.

  • Reviews plans, specifications, and estimates of development projects; interprets and reviews development project submittals for accuracy and completeness, providing review information for compliance with City standards and other requirements.
  • Performs review of legal descriptions and California Environmental Quality Act documentation for filing with the County of Santa Clara and other online filing requirements.
  • Calculates planning application and other associated fees as required.
  • Coordinates review of plans and land use applications.
  • Researches, investigates and provides information regarding City development procedures.
  • Assists at public hearings and prepares minutes as needed.

If assigned to the Fire Prevention Division in the Department of Public Safety, duties will span both design and construction activities listed below.

  • Assists the public via email or by phone regarding fire permit requirements, plan check fees, plan check filing procedures, processing of permit applications and permit status.
  • Performs a variety of customer service, clerical, and technical assistance duties primarily in support of the Fire Protection Engineers.
  • Provides information regarding Sunnyvale's Municipal Code and the California Fire Code.
  • Researches and responds to public inquiries or records requests, including research of permitting records.
  • Performs data entry; inputs various information into a variety of databases; independently completes special projects and assignments.
  • Routes plans as needed to outside agencies for review and tracks plan review process.
  • Creates and maintains informational flyers and brochures.

WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books, and documents weighing up to 25 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Education and Experience:

The minimum qualifications for education and experience can be met in the following ways:

(1) An Associate's degree with major coursework in construction, engineering, fire protection, drafting, mathematics, statistics, economics, planning or a related field; AND

One year of increasingly responsible office/clerical experience that involves extensive public contact in planning, zoning, engineering, architecture, or building construction trades; OR

(2) Graduation from high school or tested equivalent; AND

Three years of increasingly responsible office/clerical experience that involves extensive public contact in planning, zoning, engineering, architecture, fire protection, or building construction trades.

Knowledge of:
  • Principles and practices of plan checking.
  • Policies and procedures of fees assessment.
  • Principles and practices of customer service.
  • Modern office methods, procedures, computer equipment, and computer software applicable to assignment.
  • Rules, regulations, policies, and procedures involved in the permit process.
  • Researching methods of data pertinent to the permit process.
  • Time and project management for handling multiple priorities and organizing workload.
  • Administrative support and clerical duties.

In addition to the above, if assigned to the Building Division, knowledge of:
  • Principles and practices of land use and construction permitting.
  • Research techniques, resources and sources of information related to Community Development activities.
  • Cash handling techniques.
  • Maps, construction plans and specifications.
  • Plan checking methods.
  • Basic building code requirements.

In addition to the above, if assigned to the Planning Division, knowledge of:
  • Principles and practices of land use permitting.
  • Research techniques, resources and sources of information related to Community Development activities.
  • Cash handling techniques.
  • Site Plans, Elevations, Floor Plans.
  • Plan checking methods.
  • Zoning code requirements.
  • General Plans, Specific Plans, and other City Policy Documents.
  • Graphic Information Software (GIS) applications, such as ArcMap or other ESRI (Environmental Systems Research Institute) products.

In addition to the above, if assigned to the Fire Prevention Division, knowledge of:
  • Principles and practices of construction permitting.
  • Research techniques, resources and sources of information related to Fire Protection systems.
  • Maps, construction plans and specifications.
  • Basic building and/or fire code requirements.

Ability to:
  • Interpret and explain rules, regulations, policies, and procedures.
  • Research and explain land use codes.
  • Make accurate mathematical calculations.
  • Accurately review plans and permit applications.
  • Operate a computer using word processing and business software and other office equipment.
  • Understand and follow written and oral instructions.
  • Communicate effectively, orally and in writing.
  • Prepare documents with correct grammar, spelling, and punctuation.
  • Establish and maintain and promote positive and effective working relationships with employees, other agencies, and the public.
  • Demonstrate initiative and exercise good judgment in the performance of duties.
  • Learn the operation, policy, and procedures of the applicable Department and Division.
  • Work independently and as a team member; recognize and set priorities and meet deadlines.
  • Observe safety principles and work in a safe manner.
  • Planning Division Technician may be assigned hours longer than the normal eight-hour workday and attend evening meetings.

Licenses/Certificates:

Possession and continued maintenance of a valid class C California driver's license or the ability to provide alternative transportation as approved by the appointing authority and a safe driving record.

In addition to the above, if assigned to the Building Division:
Possession, prior to the completion of probation, and continued maintenance of certification as a Permit Technician by the International Code Council (ICC).

DESIRABLE QUALIFICATIONS

  • Experience working in a public agency.
  • Experience with electronic permitting review software.
  • Experience with GIS applications, such as ArcMap or other mapping software.

EXAM PROCESS
Applications will be competitively screened based on the minimum qualifications of this position. Based upon a review of the application materials, the most qualified candidates will be invited to participate in the examination process, which may consist of an oral examination scheduled for Wednesday , September 11, 2024 . (Note: The examination process may be changed as deemed necessary by the Director of Human Resources).



SELECTION PROCESS
Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Top candidates on the eligibility list will be invited to participate in a selection interview with the Community Development Department tentatively scheduled for the week of September 19, 2024 . Any candidate selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a comprehensive background investigation, as well as medical exam(s) administered by a City-selected physician(s) before hire. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination.
