The Department

The role of the Community Development Department is to help Fremont become the sustainable, strategically urban community envisioned in the City's General Plan. Department activities include:

The department includes Planning, Building and Safety, Code Enforcement, Housing, and Sustainability.

Supervising Building Inspector Class Specification
Definition

Under general direction, supervises and participates in the work of a section of the Building Inspection Division of the Building and Safety Department, engaged in the inspection of buildings for compliance with applicable codes, regulations, ordinances and professional standards; provides information on City building and zoning codes, regulations, building plans processing, and related matters; serves as the Chief Building Inspector in the latter's absence.

Class Characteristics

This is the supervisory level in the Building Inspector classification series. Positions are characterized by the responsibility to supervise subordinate staff, to provide technical expertise, to respond to queries and resolve problems raised by staff and other clients, and to organize, direct and coordinate work. Work methodology is the responsibility of the employee within established policies, rules and/or regulations and is reviewed periodically to assure conformance and measure results. It is distinguished from the next higher classification of Chief Building Inspector by the latter's responsibility to plan, organize and manage the work of the division, and from the next lower classifications of Building Inspector and Building Inspector/Specialist, by the latter's responsibility to provide direct customer service through the performance of field inspections.

Essential Functions

• Supervises a staff engaged in field and office work necessary to the conduct of the City's building inspection program.
• Assigns work.
• Assists Building Inspectors and Building Inspector Specialists in code interpretations and the resolution of field and office problems.
• Participates in employee selection, evaluation, training, and addressing of performance issues.
• Performs complex and difficult building inspection work.
• Conducts special investigations and studies.
• Coordinates and audits special inspectors and contracted inspector performance.
• Utilizes computer for tracking projects, writing and general reports.
• Provides information to interested parties on the City's building inspection and code enforcement program including code provisions, procedures, required submittal and plan processing, and inspection schedules.
• Participates in the establishment and implementation of policies and procedures.
• Participates in the review and revision of inter- and intra- divisional operations processes and procedures, recommending changes as necessary.
• Participates in the development of and implements new/changed policies and procedures.
• Participates in meetings with architects, engineers, property owners, developers, contractors, City staff members, and others to discuss issues involving activities of the Building Inspection section.
• Coordinates section activities with other divisions, departments, and outside agencies.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Building, plumbing, electrical, mechanical, and related codes and regulations and the methods, materials, techniques, and practices employed in building design, construction, and inspection; the principles of supervision; civil engineering principles as they pertain to building construction; forms, permits, plans, and specifications used in a building inspection and code enforcement program; zoning code and sign ordinance and report writing.

Ability to: Plan, organize and supervise section activities; develop and maintain cooperative working relationships with individuals from diverse cultural and socio-economic backgrounds; resolve disputes concerning code requirements and effecting voluntary compliance; review construction plans and conduct field inspections of buildings including structure and electrical, plumbing, heating, air conditioning, and ventilation systems.

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and abilities would be: three years of building inspection work which involved the interpretation, application, and enforcement of building codes and regulations. Lead experience and project management experience is desirable.

Licenses/Certificates/Special Requirements

Possession of ICC (formerly known as ICBO) Certification as a Combination Inspector or equivalent certification from a recognized agency is required within one year of date of hire. Failure to maintain this state-mandated certification will result in termination (Health and Safety Code, Sections 18965 through 18970). All positions in this classification require possession of, or ability to obtain by time of appointment and maintain during employment, a valid Class C California driver's license. Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment.
