This position will be located at 1659 East Elm Street, Jefferson City, Missouri, with the Air Pollution Control Program, Compliance and Enforcement Section, Agricultural Anhydrous Ammonia Unit.

  • Supervise the unit that will implement and enforce the risk management plan (RMP) program and obtain the transfer of the RMP program, under 42 U.S.C. Section 7412(r) for agricultural facilities that use, store, or sell anhydrous ammonia, from EPA to DNR.
  • Supervise 2 technical staff, Environmental Program Analyst/Assistant. The 2 technical staff will be responsible for conducting inspections at agricultural anhydrous ammonia facilities and making a determination of compliance. The 2 technical staff will also conduct compliance assistance activities and enforcement actions associated with documented violations.
  • Conduct a smaller percentage of facility inspections, including the most complex and technically difficult inspections. Conduct compliance assistance activities and enforcement actions associated with documented violations.
  • Operate several database systems to track, retrieve, and transfer environmental data.
  • Maintain and create queries in Microsoft Access.
  • Work with EPA to obtain delegation of the RMP program. Also work with EPA to form a memorandum of agreement/understanding to ensure proper coordination and communication with EPA after DNR takes delegation.
  • Hire and train new technical staff.
  • Provide technical assistance to the public and regulated community. Provide program or regulatory updates as necessary and appropriate to the regulated community and stakeholders.
  • Participate in Missouri Air Conservation Commission meetings or Administrative Hearing Commission hearings as required.


To be successful in this position, a candidate will need the following skills:

  • Knowledge of and experience with Missouri Air Conservation regulations and the Clean Air Act, specifically Clean Air Act section 112(r), accidental release prevention / risk management plan rule.

Equivalent to those typically gained by:

  • Bachelor’s degree and 4 to 6 years direct work experience in environmental regulatory field.
  • Experience mentoring and training a diverse team regarding air quality issues and project management.
  • Ability to occasionally travel in and out of state.

Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
