Introduction


The City of Scottsdale has an exciting opportunity for an experienced individual to direct and lead its City audit functions. The City Auditor's Office mission is to conduct audits promoting operational efficiency, effectiveness, accountability, and integrity. This mission is accomplished through independent research, analysis, consultation, and educational services conducted in accordance with generally accepted government auditing standards, as required by the City's Charter. The City Auditor is appointed by the City Council and works in collaboration with the City Council's Audit Committee and the council-management team of charter officers. Currently, the City Auditor leads a team of 6.75 full-time staff and is responsible for an annual operating budget of $1.36 million.

The ideal candidate will be a highly skilled audit professional with a successful record of directing audits and related activities in accordance with professional auditing standards and effectively managing financial and staff resources. At least one professional certification of Certified Public Accountant (CPA), Certified Internal Auditor (CIA) or Certified Management Accountant (CMA) is required, and other certifications, including Certified Fraud Examiner (CFE) or Certified Information Systems Auditor (CISA), are considered desirable. The ideal candidate will be a savvy, results-driven executive who has exceptional leadership, communication, and interpersonal skills, and possesses broad experience in all types of auditing. In addition, candidates should be skilled at exercising independent professional judgment while building effective working relationships and at communicating complex information in a logical, concise, and relatable manner.

An individual with superior strategic planning skills and fiscal management experience, as well as demonstrated experience with financial, compliance, performance, information technology, and investigative audits is preferred. A master's degree in accounting, finance, business or administration, or a related field is highly desirable.

Minimum Qualifications

Education and Experience
  • A Bachelor's degree in Accounting, Finance, Business Administration or related field from an accredited educational institution.
  • Seven years of direct experience in audit program management, of which three years should be as a supervisor.
  • Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
Preferred:
  • Governmental experience at the federal, state, or local level
  • Master's Degree
Licensing, Certifications and Other Requirement
  • Must be certified as a Certified Internal Auditor (CIA), Certified Public Accountant (CPA) or Certified Management Accountant (CMA).
  • Consistent with Article 3, Section 1 of the City Charter, the incumbent will be required to relocate to the City of Scottsdale within six months of appointment.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.


Essential Functions

Performs duties and responsibilities commensurate with assigned area which may include, but are not limited to, any combination of the following:
  • Provides executive leadership, direction, and management to the City Auditor's Office.
  • Works closely with the City Council, Audit Committee, charter officers and executive team to evaluate risks and develop audit priorities related to the City's established strategic goals, objectives, policies, and departmental business strategies. Acts as a sounding board for the City Manager, City Council, and key managers on critical proposals.
  • Partners with City departments to define and establish policies and procedures which result in problem resolution.
  • Supervises employees and coordinates personnel-related activities, to include but not limited to hiring, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals and writing performance evaluations.
  • Coordinates and supports the Audit Committee's functions, including regular meetings, sunset reviews of boards and commissions, and recordkeeping, such as minutes and agendas.
  • Researches and develops the annual audit plan, coordinates its approval by the Audit Committee and City Council, and ensures its successful completion.
  • Performs special audit studies as requested by City Council or the charter officers, including amending the audit plan as appropriate.
  • Plans, performs, and directs financial, compliance and operational audits of City functions, programs, and contracts. Oversees contracted audits, including the annual financial audit and other required and approved audit activities.
  • Monitors the City Auditor's Integrity Line, evaluating the information received, consulting with legal or other resources, and conducting investigative audits as appropriate.
  • Assists in creating a learning organization that encourages mentoring and professional development. Coaches, mentors, and supports staff to meet their training and professional development goals. As well, providing training to benefit citywide or departmental staff.
  • Monitors the City Auditor's office operational needs and develops and monitors its annual operating budget.


Work Environment/Physical Demands

  • Work is performed in a normal City office environment.
  • Travel to/from meetings and various City locations.
  • Attend evening meetings as necessary.
