DescriptionThis classification can be used in various City departments. Current vacancy is in the Metro Hartford Innovation Services (MHIS) Department.
Posting will remain open until sufficient applications are received . Under general direction, supervises systems and works in directing, leading and performing systems, programming and administration for assigned applications. Work involves the planning, directing, coordinating and evaluating of projects, including staffing, software, and hardware and communication services for City departments. Responsible for systems design, programming, implementation and follow-up efforts. Supervises a group of technical personnel engaged in centralized data processing programs. Develops personnel and evaluates their performance. Determines systems functional requirements, systems specifications, work plans, and time and cost estimates. Functions as the key contact with user representatives, vendors and consulting management in a major systems effort; coordinates, and is generally responsible for, bringing appropriate resources from both inside and outside of the organization to bear, as needed, in the development of new or modified systems. Plans and supervises purchasing and timely wiring of communications equipment helping plan necessary modifications in communications software. Keeps current with emergency communications technologies for better assessment of the City’s communications needs. Liaises with users, ISO’s and Department Heads to determine terminal needs. Draws up and mediates terminal allocation plans. Assumes overall responsibility for communications in meeting City’s objectives. Performs related work as required.
This is a HMEA union position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime.Knowledge, Skills & AbilitiesThe examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, a performance test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure the following:
Thorough knowledge of: - Modern EDP technology including hardware, software, programming, data base management, data communications, and minicomputer programming.
- Assigned major EDP applications areas such as geographic coded property based systems, payroll/personnel systems, tax accounting systems, computer assisted appraisal systems, and governmental accounting systems.
Knowledge of: - Communications equipment.
Ability to: - Plan, assign, supervise and coordinate the work of subordinate technical and clerical employees.
- Perform complex research and analysis in the development of major system effort and to direct the efforts of subordinate employees involved in such projects.
- Establish and maintain effective working relationships with subordinates, user representatives, vendors, City officials and the general public.
QualificationsOpen to all applicants who meet the following qualifications:Graduation from a four (4) year accredited college with major course work in public administration, business administration, economics or a closely related field
AND considerable professional experience (min 5 years) in data processing, including four (4) years of experience in systems analysis part of which must have been in a lead capacity
OR considerable experience (min 5 years) in an organizational capacity with experience (min 4 years) in data processing or communications.
Wherever possible an equivalent combination of training and experience will be considered.
