Job Description

Come join our team! The City of Sedona is now accepting applications for two full-time Community Services Officers .
This position supports the efforts of the police department by providing services and support to the community and other divisions within the department. This entry-level, civilian position supports sworn officers by handling service-oriented calls, performing security checks, and other duties. Weekends and holidays may be required as needed.

ESSENTIAL FUNCTIONS

1. Investigate criminal activity as assigned and conduct CPTED (Crime Prevention Through Environmental Design) assessments for residents and businesses.
2. Investigate incidents not requiring an officer, such as private property collisions.
3. Interview victims and witnesses.
4. Assist the administrative sergeant with organizing Community Outreach Programs.
5. Conduct Mandatory Tow Hearings (ARS 28-3511) and release vehicles.
6. Review cases involving Mandatory Tows for proper impoundments of vehicles.
7. Assist citizens when information and/or directions are requested.
8. Patrol city parks and enforce park ordinances and rules when appropriate. Perform security checks on park properties and buildings.
9. Control vehicle traffic at collisions, special events, incident locations, and other times when manual traffic control is requested and/or required.
10. Enforce city ordinances through the use of warnings and citations when appropriate. Investigate reports of ordinance violations and take enforcement action when appropriate.
11. Respond to calls of injured and/or stray animals, barking dogs, leash and sanitation violations and take appropriate action.
12. Issue citations for violations of animal control ordinances.
13. Return wild animals to their natural habitat.
14. Conduct public presentations to local groups or community members regarding various topics pertaining to crime prevention, emergency preparedness, and animal control laws and ordinances.
15. Patrol city streets, roads, grounds, and parks in search of stray dogs and other domestic or wild animals; receive lost and found animal reports and assist animal owners in locating missing pets.
16. Capture and impound sick, injured, trapped, or vicious domestic and wild animals; quarantine animals involved in biting incidents; assist with euthanasia of sick and injured animals.
17. Prepare and maintain a variety of reports on animal related city code violations regarding activities performed and incidents observed; prepare written reports and a record of daily activity.
18. Prepare incidents and other official reports that arrive to the department telephonically, electronically, or walk-in on a non-priority basis; prepare for court cases and testify in court when required.
19. Assist patrol officers with field duties as required or requested such as waiting for tow trucks to arrive on scene.
20. Respond to public inquiries in a courteous manner, provide information within the area of responsibility, and resolve complaints in an efficient and timely manner.
21. Work in organized team efforts and assist in problem solving for continuous improvement in work efforts.
22. Assist with crowd control at special events and/or assist with DUI task force events when appropriate.
23. Provide guidance to Community Service Aides as needed.
24. Provide field training for new Community Service Officers and Community Service Aides.
25. Maintain regular attendance and punctuality.
26. Perform related duties and responsibilities as required.

QUALIFICATIONS

Knowledge, or ability to obtain knowledge within probationary period of:
• SARA and CPTED models
• Planning events and/or working with the public to reach a common goal.
• Procedures and techniques for dealing with the public in a tactful but firm manner.
• Traffic control techniques and traffic safety.
• Pertinent codes, ordinances, laws, and regulations pertaining to zoning, nuisance, abatement, building safety, animal control and related areas.
• Procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations.
• Various breeds of dogs, cats, and other domestic animals.
• Basic methods of animal collection and impoundment.
• Euthanasia techniques and procedures.

Ability to:
• Work in organized team efforts and assist in problem solving work-related issues for continuous improvement in work efforts.
• Encourage and facilitate environment for building team efforts and problem solving of work- related issues by employees.
• Ensure necessary training and other technical support for building an environment that encourages teams and continuous improvement.
• Enforce animal regulations.
• Learn, interpret, and apply laws and regulations of the City related to animal control.
• Perform a variety of animal control activities.
• Prepare properly written reports and maintain an efficient record keeping system.
• Learn and utilize correct handling and muzzling techniques.
• Operate specialized animal control equipment including, traps and tranquilizer gun.
• Administer animal first aid.
• Prepare cases for prosecution.
• Present accurate testimony in court.
• Communicate clearly and concisely, both orally and in writing.
• Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
• Maintain mental capacity which allows for effective interaction and communication with others.
• Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
• Perform a full range of municipal code enforcement and compliance duties.

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be
:

Experience:
Two years directly related experience in regulatory or enforcement duties; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Some experience in the handling of animals.

Training:
High school diploma or GED

License or Certificate:
• Possession of, or ability to obtain, a valid Arizona driver's license within three months of hire.
• Possession of, or ability to obtain, an Arizona Criminal Justice Information System (ACJIS) Level C TOC certification within six months or less of hire.

WORKING CONDITIONS

Environmental Conditions:
Field, parking garage, and animal shelter environment; travel from site to site; exposure to a variety of domestic and wild animals; hazards associated with crime scenes as well as working in or near traffic; inclement weather conditions.

Physical Conditions:
Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Essential and marginal functions require maintaining physical condition necessary for walking for prolonged periods of time; standing for prolonged periods of time; bending, stooping, kneeling, crawling; climbing with both legs and arms; operating motorized vehicles.
