The Library seeks to continue offering resources of all kinds, programs which engage citizens of all ages, as well as fun and exciting events to our county, as we offer a wide range of library services. Help us partner with our County, the California State Library and Friends of the Library as we work together to make our library system better each year.     The County Librarian is an at will management position appointed by the Board of Supervisors with concurrence of the County Executive Officer and is responsible for the overall operation of the County's library system. The County Librarian reports directly to the County Executive Officer and the Board of Supervisors. Incumbent plans, develops, implements, administers, directs and coordinates the activities of the County library and its branches. The County Librarian carries out the objectives of the Board by providing the efficient delivery of public services. Will perform related duties as required.

    Example of Duties

    • Provides day-to-day leadership for the library system employees and volunteers through communication and demonstration of the organization's Vision, Mission and Values;
    • Plans, organizes and directs the main library operation and its associated branch library activities;
    • Monitors developments in the field of library services administration and submits periodic summaries and analysis of these developments for the Board's consideration in policy development for the department;
    • Develops and implements policies and procedures to ensure efficient and effective library services;
    • Identifies and prioritizes key processes for improvement based upon customer feedback/trends and develops and implements process improvement measures and controls;
    • Develops programs to encourage community participation regarding parks, recreation and libraries.
    • Oversees processes for recruitment, hiring, selection, evaluation, professional growth, and discipline of employees; Ensures accountability for duties and projects assigned to branch managers and other staff; Provides direct professional library services as needed.
    • Plans and manages proper maintenance of the facility or facilities, furnishings and equipment, including work flow and layout.
    • Has overall responsibility for collection development for main library and its branches.
    • Prepares and monitors the annual budget including expenditure control and revenue collection processes; estimating and anticipating changes in the level of service required and new equipment needed;
    • Works closely with the Friends of the Library, The Calaveras County Library Commission and associated groups related to library promotional activities.
    • Prepares routine or special reports as needed; and
    • Acts as an ambassador by promoting and enhancing the library's image within the country and communities therein.


    Minimum Qualifications

    Knowledge of:
    • Information gathering methods and analysis, budget preparation, and report writing techniques;
    • Functions of human resource development and management including work design, employee development, recruitment and retention;
    • Modern library organization, objectives, procedures, techniques and services as they apply to a County library system;
    • Organization and functions of the various departments in the County;
    • Collaboration; and
    • Public speaking.
    Ability to:
    • Effectively plan, develop, implement and maintain integrated, comprehensive library programs, policies and procedures;
    • Work effectively and cooperatively with all customers including staff, community members, County administration, businesses, and the general public;
    • Model leadership, promoting personal responsibility, integrity and accountability;
    • Provide appropriate and effective written and verbal communication;
    • Create a positive work environment, maintaining the self-confidence/self-esteem of others;
    • Analyze information, anticipate potential trends, and make decisions based upon facts;
    • Perform customer needs assessments and benchmarking and evaluate the data collected;
    • Plan, direct and evaluate the work of staff engaged in all aspects of library services; and
    • Establish and maintain an effective response system for ongoing internal/external customer feedback.
    Education, Training, and Experience :

    Possession of a master's degree in Library Science from an accredited college or university as required by Education Code 19142 and four (4) years of library management experience.

    Special Requirements

    Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles.

    Vacation days:

    0 - 3 complete years = 80 hours per year.

    After 6 months you can take your first week.

    3 - 10 complete years = 120 hours per year

    10 years+ = 160 per year

    Holidays:13 paid holidays per year.

    Sick Leave:12 days annual sick leave accrual with unlimited accumulation.

    Sick leave is accrued at 3.69 hours for each full 80 hours of payroll period.

    60 hours of sick leave can be used for immediate family, parent spouse, child or sibling.

    Management Time Off (MTO): 40 hours annually, pro-rated to 20 hours if hired on/after July 1st.

    Merit:After successfully completing twenty-six (26) pay periods, a 3.5% merit increase may be granted.Merit increases may be granted annually thereafter to the top step.

    Probation Period:New employees remain in a probationary status for 26 pay periods.

    Longevity Incentives @ 2.5% for each of the following:
    • 5.5 years (if hired before March 28, 2005)
    • 6 years
    • 10 years
    • 15 years
    • 20 years
    • 25 years

    CLASSIC MEMBERS: 2% at 55
    PEPRA MEMBERS: 2% at 62

    Additional Retirement Plan:

    The County offers a 457 Government plan. Employees can contribute u to this deferred compensation plan (Pre or Post Tax options).The County utilizes VALIC.

    Participating employees will receive a County paid match of up to $50a month
